That already goes on too much for OORP stuff, no need to mingle it unless it's already within an established RP development. A good example of an RP court would be the Muroto Trade Center incident between Liberty Trade Shipping and Gateway Shipping. Was handled completely within RP with no long lasting problems or ill will.
TLAGSNET is not enough in fact. I believe usage of that is rather... shady, even for Security and Police bodies. It is like Police tracked you actively by IP, what is illegal in majority of countries and evidence on basis on that is void in court.
Simply, Police must prove that evidence has been obtained in a legal way.

That´s not the best example (and same goes for using word "fact", since this is matter of opinion and RP attitude). It depends on situation in every house. For example do you really think that in Rheinland police and courts care much about any these rights for privacy (if it even existss), fair judgement (especially for non-Rheinlanders) and all those things? Heh, don´t forget we still have political prisoners...
And three another houses are in state of war so very likely all those "personal freedoms and rights" are limited now there as well in favour of law enforcement (I will point out for example to Bretonia´s ban on suing government and armed forces).
It can enhance your evidence of crime, but it is definitely not enough for an FR5.
It is enough, however, to address the person directly and see what happens, rather than being stopped by other people's interpretation of the TLAGSNET.
What bothers me and stops me is not the interpretation of other players, but the interpretation of my actions that admins will make.
What if my behavior is considered piracy instead law enforcement? If I ask for a fine, the player refuses to pay and I destroy him... if TLAGSNET isn't enough evidence of crime...

Then probably the best would be to directly contact some admin and ask. But this should not be against rules in my opinion. While inRP, the scan can be questioned etc., ooRPly we know that it is accurate and if it shows ship with contraband, the contraband was really there. And thus you are acting according to your ID (issuing fine for violation of laws).
But personally I still sugest to not doing it this way. Catching smugglers is supposed to be fun by catching itself, if smuggler gets away before I get there, he won and I´m accepting it. Police work should not be just sitting somewhere and making screenshots from TLAGSNET.
In your case, if he dumped and destroyed the contraband before you got close enough to scan him, you can count it as your partial victory. Sure, he didn´t pay fine, but at least you stopped another contraband shipment.
Honestly, ditch the TLAGSNET-as-evidence idea. It's too easy/lazy to sit in the comfort of some planet and scan people down and pass out fines. Use the TLAGSNET and your SKILL to catch smugglers red-handed, provide interactions and so on and so forth.
