The people getting mad about the admins stopping this siege are angry because their one-sided RP (KNF/RM) said that they could break their IDs?
If I get together the 3 Zoner faction leaders and the LN to allow zoner caps to pew all criminals in Lib space because of the zoner base (Beth) and the need for LN resources on the front lines, would that allow said zoners to go kill every rogue/cast/LH/etc on sight?

With the representation of high-ranked [LN] member taking all the responsibility.
Though, this won't be ZOI violating, this will be engagement allowances violation.
Now if you take Bretonia for example, instead of Zoners - yeah, why not make a joint operation? They're waging a war together at this point.

Not really, because unless you're going to give bases dynamic levels of survivability depending on the region they're located in, changing (reducing) it will result in negative consequences for highly populated areas.
So do the other thing: erase POB from the gameplay, turn player bases into in-game bases (like Tinkers Haven) - problem solved.
With jokes aside, I am interested how players would react, if lawful base in Nagano was besieged by alliance consisting of Outcasts, GC and Blood Dragons - and destroyed.

It is like Poland invited German troops without knowledge of the Prime Minister and Parliment, whereas President is indeed titular and factual highest rank general for the Polish Military, he would be surely scolded by Prime Minister and Parliment for doing so - if not removed from his seat by force.
If the Democratic Republic of Kusari is, in lore, a military regime - I am okay with that and I see no issues here. However, I would love to see struggle between Kusari Parliment and KNF...

Sry, but Tinkers is a lawfully licenced PoB, and all the RP around is not going to let me make my own rules.
I am trying for months to get a simple licence for some RP ( not cash making ) commodities and I can not just say :
*law does not prevent me, I can ignore any threat by lawfuls because they don´t have enough ships*
I started asking for exceptions quite a while ago, and even though they were no ZoI issues but SRP requests for something other than a ship ( like a free floating space dock scaffold or a landing sattelite at Houston´s side like the one at Leeds ) I got my own collection of No´s. And I work on, develope the next Idea, learn something about balancing or server mechanics all the time. I don´t quite see how the Haven fit´s into the discussion here ?
If a Base is sieged, my suggestion has been for quite a while to make it more easily siegable ... let the attackers destroy the factory modules, dissable the weapon platforms and render the base inactive after decompression.
And then let a new Tugboat with supplies land to rebuild ( or rather reactivate ) the base.
Let Admin´s vote decide if it is degraded, and let it be destroyed completely only if it is degraded to *level 0*.
After all, Blueprint´s are already used, should be possible to implement this fairly easily.
This way you would have an accomplishment for the attackers, and more money sink / more activity for the base owners. A sieged base would be inactive perhaps for a week or more, and then could be rebuilt / reactivated.
Or destroyed completely, scrapped by angry junkers and plowed under by happy farmers.
But wether or not a base is lawful or unlawful has nothing to do with the siege aside from wich side WANTS to siege the base, and wich side you would expect to defend it. Neither has it any effect on ZoI or other Server rules.
Even if this is a RP server, please remember : As long as not 100% of all players logged in agree on any given fact, and as long as not 100% do not NEED to be reminded of any rule, we need these rules.

Well, you realize that first paragraph was a joke about PoB issue and was about making them normal bases? You needn't to make whole essay about the PoB and PoB rules. If I wasn't clear on that, I am terribly sorry.
