The concept however is one in the same. To catch 'illegal ships' or procure 'licensing' is any understandable roleplay, that requires.... actual gameplay. Like finding the guy, stopping him, etc.
FR5's for factions or players that dont pay for a base is much lol. Especially if its a specific one regarding a price point.. or lets even go as far as saying a ship sale, yes thats a good example..
How mad will everyone be when Zoners decide that the Eagle and other ships sold on its bases should include a nice fee to the Zoners for your purchase?
Same line of reasoning as bases, or capship control, except -that- would directly interfere with enough players that its been cried about and removed already.
I'd just love to see this done somewhere on Manhattan and see the outcry, considering the only reason it will come to pass in Gallia is because the control element and sample size are smaller.
As far as the actual gameplay outcome is concerned.. it will happen or it wont. For awhile itll be a big deal, with GRN stopping folks and patrolling, then itll die down. The only end result will be that a select few players make a very large amount of credits for no significant gameplay input. At least the LSF Jayce mentions are out everyday, and the reason they profit from fines is that they are actually committing gameplay.
Blanket pricing on an npc-base is the direct opposite. Even POBs do more than that, and thats saying something, since they are a prime center of community angst.
Doesn't matter to me much as I wont be there, again, its just the concept at hand: a few players gettin rich and benefitting from the rest of the server at their expense, with little effort or contribution on their part. That attitude and premise however is probably one of the primary reasons this server does fine with the new capacity of 140.

To make sure things are clear: there was a misunderstanding among those with access to the Kingdom of Gallia account. The original price was 100 million and the edit to 500 was a mistake.
Back when I was still in the GRN, we did Gallic Permits in 2010 and it didn't seem to bother anyone. Now suddenly a base gets the highest premium scrap sell point and the official faction puts a similar rule in order to get some roleplay/interactivity going and it's a big deal. Why wouldn't they cash on it?
Regulating a commodity doesn't come as abuse to me, preventing a player from buying a ship is a whole different matter.

Thats an understandable point of view. I clearly disagree somewhat, but I see that drawing a line on this sort of thing would is extremely difficult when licensing and other concepts are allowed.
My rebuttal would be that, some commodities are now worth 10 ships, and with only one point for them to be 'accessed' at (versus ships that have many), its simply a far easier thing to do then control ships.
People tried it already with ships and failed, so this is what i see as the 'new get-rich and control mechanism', where as i found registries and licenses to be far more thought out and worthwhile.
The level of roleplay involved with this action was far lesser than any sort of mandate placed on Capital Ships, Player Bases, Cloaking Devices, and other hotly contested items, yet is resoundingly more influential (credit-wise) than these previous issues. Controlling an NPC base is far more vital, at least a POB/ship/equipment can be acquired elsewhere.
I cant just 'produce' another competitive sell point. Otherwise, I would lol. It'd be hard work but that'd be fair, instead of seeming like extortion that you can do nothing about.
