But jokes aside - this guy have serious issues, he have full right to demand to delete all his accounts and characters,
and that imho should be done - yet the way how he demanded it is quite pitiful.
He didn't bother to read the charter or the directive content. His post was busted from the very first article he mentioned, Article 2:

Fun fact is that I've studied the charter in International Law class.

As a brief, simple explanation, all of these articles are about personal data. The key word here is personal, which means informations that can be linked to your personal identity such as First Name, Last Name, Address... There is none of that here or on the game server. Nothing links to your identity.
If you're interested in carrying on with a lawsuit, feel free to. Considering the case won't go anywhere and the legal "owner" lives in New Zealand which is outside the European Union, you are looking at total costs exceeding 10.000€. The best part is that you will have to pay every single euro all by yourself. I'm not exactly sure what is the cost of an inspection for potential charter violation, but you will have that pay that all by yourself as well because there is zero personal data on the game server.
I would also like to remind you that when you have signed up, you have agreed to this part in our registration agreement:
