Vrabcek please don't bring logic here. Best thing is to ignore such minor nuisances and consider that Hellfire Legion has the magical ability to be in war with every force in the region. The situation can be remedied when a developer finally steps in and adjusts the storyline and lore accordingly so that it would make sense. Unfortunately the current dev trend is to give mining fields in HF homesystem.

MND ships doing sabotage missions within Liberty by hunting transport ships of any kind some HF spot it, the ID prohibits to put an end to it. As for the "shoot all and see if admins do anything", yeah, no.
If I were a HF and I see a MND ship hunting transport ships of any kind, I'd go and shoot it. If the lore isn't against it, then there is no problem. So I still see no problem.
Would you shoot a HF, if you saw him/her pirating a civilian transport? I would. Then why wouldn't I shoot someone else hunting transports? Of course, I would shoot. I'd get sanctioned?

I don't see the issue with adding some more stuff to shoot, especially when it makes sense.
Also a lot of ID's can kill both lawfuls and unlawfuls, what's the problem? Except for that other HF group that wanted to be cuddly carebears, there's not really any confusion when it comes to HF diplomacy, it's fairly clear-cut.
The HF ID doesn't grant you a whole lot of PVP - take a look at the generic Outcast ID for a second. I don't think you PVP a lot if you claim that the HF ID is somehow superior or even just 'good' in that sense. It has Liberty as a hunting ground, but so does a boatload of other ID's.

Also don't forget that the server needs more PVP, there's barely any point in logging if you have less than an hour to play to look for an interaction.
