Ugh, that sounds quite harsh because in such case common single ship (let´s go with example of usual one ship police patrol) won´t be able to stop cloaking ship. It can have either regular cruise disruptor or cloack disruptor, not both.
This means that it can only:
a) stop ship from cloacking but can´t stop it from cruising away
or
b) stop ship from cruising away but can´t stop it from cloacking.
In both cases the cloacker can just laugh at my face and waves because it´s unstoppable unless I will be somehow able to destroy quickly enough when he is deshielded (what is kind of hard task with transports for example when their charging time is like half a minute).
Not to sound harsh, but in this case you should have a wingman, one would have a Disruptor the other would have a Cruise Disruptor. It encourages folks to fly with more folks which increases the chances of catching the enemy and also expands on ingame-time for folks.
Another benefit is that it will encourage pirates/criminals to fly in pairs aswell, thus more interaction.

I´m afraid that this will actually discourage people from doing one man patrols and this can be quite a problem. When you have small faction with people who doesn´t have tons of time or are from different time zones, you rely on one man patrols because people can just hop in for hour or two when they can. The more people you need to log together, the more difficult it is.
From general point of view - why should single player with cloak have such stronge advantage over other single player just because he bought it in form of cloak? Especially when the other players doesn´t have possibility to buy device to equal the chances because he has to choose between CrD and ClD.
EDIT: Okay, I thought ClD is mounted in CD slot, but it´s CM slot. I´m obviously ready to bed because I can´t read properly.

Cruise Disruptor goes to CD slot, Cloak Disruptor goes to CM slot. Unless your example of a patrol ships lack either of those slots, which I find quite unlikely, it should be able to mount and use both devices.
The only issue I can think of now is torpedoes and missiles being even more useful since the population which would use CM Droppers will shrink. Perhaps make missiles/torpedoes less powerful? The rest like the seconds and range can be adjusted based on experience.

I am running a few scenarios through my head and all I can suggest is that it would be, perhaps, a better idea to limit these things to battleships only and with an even larger disruption radius and a single use. Preferably with a sizable amount of credits needed to purchase said batteries.
