On a more serious note, if any faction has a working Shipyard, you can safely assume it can produce capital ships(if they supply the shipyard with materials of course)

Pretty much. [HF] was the only official faction left without access to battleships they produce themselves. It is expected from an Official Faction to behave appropriately so I don't see the big deal here.

And the HF? Aren't they as much the pro-people/anti-authorities revolutionaries of Liberty as the Council of Gallia? Yet you somehow felt the need to mention HF, but not Council. What is the definition of "house-aligned faction" in your book?
