If you are a hostile, why the hell would you expect lawfuls not to react if they see a red blip outside the base (maybe except for Bretonia around 5 o'clock)? The NPC patrols, hostile to you, are mirroring such a situation, in which every stable on mind base commander would increase patrols around the place where unlawful supposedly is. Period.

Except player RP determines about as much outcome as interacting with NPCs... And the fact that players who should welcome you with lasers and missiles are welcoming you with tea and cookies is not making RP looking any better. Someone gotta do the job specified by the given role. And it's not players most of the time.
The mod actually needs a PvE revamp. Taking NPC into consideration when you move to somewhere, do something, is not really fun. There is no reward for besting the environment, or avoiding it. They are only annoying.
They are always in masses and they are either too weak or have huge hulls with big guns.
Also, why is it that in this game, to make money, you are forced to trade only? That aspect is the most boring thing for some of us. In fact, despite paying less compared to a good trade route, I enjoyed battleship missions a lot more. It offered an alternative which was actually more fun to me, despite the clunkyness of NPC.
I do not know how it works now, but last time I checked, there was no way to earn bucks with missions anymore.
Recently starting to play Elite, I found their bounty system amazing. And their NPC as well. They are not numerous, they fly the same way as you do, they mount the same weapons, have the same hulls, and they are as strong as you are unless if you know awesome flight tricks. You can take them on one on one, but with a wingman to help them, they become a lot harder, because you constantly need to protect yourself... You take damage easy. Dying is easy, but avoidable if you fly cleverly and choose your fight. And when you cleverly choose your fight finally, there is enough time to not be bothered and do your thing. Our Freelancer ships last forever but we usually have to deal with a mass of stupid low level NPCs who constanly just swarm around us, doing nothing but being absolutely horrifyingly annoying, dropping repairs which change your PvP in a way you do not want them to change.
Though I know changing the NPC we have now in this outdated game, making them fly more cleverly, would probably not be possible. The NPC are clearly designed to be weak, and be taken out by the player in large quantities so they feel good about themselves.
Freelancer flight is also too arcade to pose any challenge just on itself, unless you meet another player who played the game 24/7 for months, and who happens to be obsessed as you are with the backside of their opponents. This is where the challenge and fun happen. And also is a lot more rewarding. Players, at the very least, give you blue messages. A few seconds of fame. If you are lucky, they also give you a whole load of ammo... If you are pirating, they give you cash.
The way things are, it might be better to remove the NPC and at least they would not bother what is more engaging still, the PvP aspect.

Complete and total removal/neutering of all NPCs in the game is almost 100% never going to happen. I promise you.
The amount of work involved is far more than it'd be worth just to make lolraids easier, and just about everyone with two working braincells would rather the devs focus on actually important things such as the updates or balancing the ships we have already
That aside, space would be utterly empty without the NPCs, leading to a completely dead server where the only other ships seen are players.
Maybe back when server pop was actually more than 100 at peak times but certainly not now.
