Train is an exception because: Illegal, relatively weak.
Pilgrim is: not as illegal, strong.
Where is my statement not making sense?
Train isnt weak
Pilgrim isnt strong.
Pilgrim is the fattest pancake out there
It has factions that NEED it as a ship for RP or have been RPing with it in the past.

I'm sure there are other ID's that this affects, but given my attachment to Tweaker Ted I've only looked as far into the problem as it effects me. However now I'm going to dig around to see what other ID's it would affect as well.
Interestingly enough in the very first draft of the new, standardized IDs that came....in 87 I guess?
The Pilgrim Liner was specifically permitted for freelancer (and Pirate ID). This was then dropped when its cargo space was reduced.
Considering that I think it's fair to say the ship is intended to be flyable for freelancers, and an exception should be added.
