Let's look back in Disco history, to .. the activity farmings of Puerto Rico (yes , I'm looking at Junkers right now ) , the random faction tagged ships floating afk next to a station (still a common thing in certain times of a day) , or flying through a system with autopilot in non-cruise ( takes quite a lot of time in large systems ) and so on ( Was hilarious when I kept bumping the guy and did nothing for 15 minutes, then it got boring ) . So personally, I think this whole report idea is pretty good, not to mention it gives chance to factions who contribute more to the RP part then the in-game part to have a way of proving themselves.
Its funny that you left out respect after with all due. This is a blatant shot at a specific faction and that sort of trolling and flaming shouldn't be allowed in this section. I dare you to find one instance where this character was doing what you were talking about:

And that is a light month for me. Also I can vouch for almost all of the rest of the people on the faction activity tracker for Congress being in game and not farming hours. If you find this happening you should report it instead of firing unfounded shots in the dark in the wrong forum thread.
Also, you are going to tell me that you would revoke the official faction status of one the oldest most active (yes in reality and not just farming) factions for not filling out this extra report? This is absurd and I think it deserves a closer look.
