It is interesting to see that a change in tone gets the desired reaction promptly. To sum up the cause of frustration with DHC, on 07-08-822 you complained about a change in leadership that could hamper things, and you suggested a plan. That was almost 11 months ago. Then nothing happened for a long time.
You picked up on the topic on 05-08-823, 10 months after the initial idea was discussed and agreed on by Elders that are not alive or in office any more. You were contacted the very same day by the Consejo de Asuntos Exteriores, describing the changed circumstances and our new wishes, as well as the request to provide us with your terms for this new and much larger project. You did not reply until 05-26-823. That is another 18 days.
It takes you 18 days to call us and not give us a clear "yes" or "no", nor come up with terms for our very clearly worded request? Instead you use the transmission to give us some obvious excuses and argue that you need more time?
You have to forgive the Consejo de Asuntos Exteriores for becoming impatient. If an important shipment of your suppliers was delayed for almost a year, you would be unhappy, too, wouldn't you?
Anyway, the honourable Elder Hector Beltran has returned and will take care of this affair now himself. The Consejo de Asuntos Exteriores can only do as much as to express the urgency for decisive progress in this matter, a concern that is shared by the Council of Elders, as I can assure you.

I have returned from urgent matters I had to attend personally and I find that the Consejo de Asuntos Exteriores and you started arguing. I see it this way: we have cooperated well, and it would be wise to keep cooperating. I see no reason not to continue our joint projects, and even add more ambitious aims.
Our most ingenious engineers are building the prototype of a Corsair warship that will be able to face the Hessian menace, but also all our other enemies on more than only equal terms.
