Using death as a means to ensure obedience is a cheap way of issuing emanating threats to the unwilling. Defense, enforcement, perhaps so. Death is a very powerful subject, and should be used sparingly. Whilst I understand your cause, I simply do not know you enough in order to trust you. Convince me otherwise that this tool will not be abused - that I can trust you, and then I will consider your offer. Take into mind that the Nomads do not like their items going into what is perceived as the wrong hands in their view.
As for "Elune". I don't care. Be annoying and harm others, and they'll perish. It's as simple as that. It applies to their annoyance too.
