It has come to our knowledge that there was an incident between a Corsair patrol and an IRG science ship. It's regrettable that the IRG Commander was in violation of Corsair laws and that a confiscation of cargo was necessary, however we would like to approach you with a gesture of good will - given the amicable relations between us
We are willing to return ten (10) back to you, however, we will keep three (3) for ourselves and ask you to remove the safeguards from it.
It would be appreciated if you could make sure that IRG commanders remember the Corsair laws about travelling through Omicron Gamma so that future incidents like this one can be avoided.

Those safeguards are where they are to prevent incidents like what we're in from becoming catastrophic. If you will not return all of our property, we will not be aiding you with them in any way. We cannot negotiate less than that. If you cannot trust us to travel through your space, why would we extend any trust in return? From my best reference, the vessel in question didn't even break your laws. Like I stated in my earlier comm, I have all the information I need.

Regarding the power cell that we ask you to unlock for us: we would use it to power water pumps and irrigation systems to increase agricultural production. I think we can agree that avoiding famine and all the instability and conflicts that is linked to it is a worthwhile goal.
You are asking why would you extend any trust in return? Simple enough. You see, when Core decided to attack you, twice, we were there to help you and your people. The TBH suffered significant losses in the defense of the Zoner installation and we are proud to have done our part in this fight. We look back on the sacrifices with pride and we expect that the Zoners also honour their pledges that has led to Corsairs and Zoners coexist in peace.

Naturally, the confiscation of the material only became necessary for the commander in the situation because he were told that these were dangerous bombs. After learning more about these energy cells, the perception has shifted. We are willing to hand 12 back, and keep 1 to power the water treament facility and the pump station on Crete.

Stating your laws is not evidence, the recollection of the member in question does not reflect violation of your stated laws, as well as section 24 having a "when possible" clause. What you see here is your beneficial "deal," and I can't see past the extortion you impose. Returning lost property is all I'm asking for. If you wish to apply for a cell, such must be done through official channels, so if you really needed such things for your water treatment facility, I'm sure you would have already contacted us. Our group is not ambiguous, as we've had our members trade food rations to your installations in the past. Our cells are versatile, so you can interpret their use as anything from a weapon to humanitarian use. Had a reasonable tax been levied, I'm sure he would have paid, as our insurance policies cover such incursions.
I'm not budging. Thirteen Cells returned to me, or absolutely no further cooperation. I cannot extend trust to an organization that will not do the same for me or my colleagues.

You could surely notice we wanted to get rid of your cells and keep one to at least partially solve current drought on Crete. We usually were solving famine by buying food from our allies, but some idiot woke up our traditional enemies and they are now blocking Omega ways together.
What is magnificent power source in your hands, is just a bomb for others. You've probably send us a memo about this technological breakthrough, but Elders failed in getting it. Same as you failed to recognize our will to return what was not ours, for a just small favor and a fee. However, what was done - was done. It's my pleasure to inform you that we invested in reverse-researching your magnificent cells and already had some small breakthrough by our selves. We will eventually learn how to use them for something we need. Some of our true allies already shared interest in that and will help us. So, we will not annoy you by fruitless negotiations any more.
