Then two Hispanic bases, one after another in order to weaken both sides as much as possible. First repair event ends, one side gathers forces for a counteroffensive, then boom! A hostile base is bombed, PRESS THIS ADVANTAGE, GIVE THEM NO QUARTER, massive losses on both sides in the end, profit.
Next, maybe a Core base in order to give Order and Nomads an opportunity to make sure there are just two major forces in Omicrons. But Core isn't very active, it seems. Maybe releasing Lyth is a good idea.
What else? Hm.
I don't see any other targets that make sense for my character yet.
All things considered, I think I might amend the rules of NEMP usage to allow the usage of multiple nemps if the proposal is good enough. As in, there is no guarantee that it will be fully approved and if alterations are to be made - I will contact the person making the request, though I am wondering how that will turn out.

As an event idea unrelated to NEMP, I would suggest to disable Rishiri-Lyonnaise jump gate and make the jump hole only accessible to fighters. Trade event route could be Picardy-Rishiri (La Charite Space Port), or maybe some other source point that is not so deep in Gallic space. Routes between those points go through enemy space in Taus and Kusari, so the factions along the way could be assigned a kill bonus on GRN/EFL/IDF and vice versa.
I'd be willing to buy one for you, for the ongoing 80 years war 2.0 RP and the start of a push into SIgma 13. By "Buy", I have no idea what I'll pay you with. Participation in an RP that is going to change the storyline?
Cut-off New Berlin , it will bring down a lot of trade ( Artifacts , Premium Scrap , Black Market ammo ( Liberty and Rheinland ones ) , Gold ore , Aluminum ore and some other i cant remember ) so repair event will be in interest of a lot of people/factions .

That was my second choice after FP11, but there was 1 major flaw. Since disabling gates/holes requires 2 repair event stations from each side of the connection, there was a big problem where to put it in New Tokyo. NT is huge and the closest NPC base to the gate is Planet New Tokyo itself, which is heavily guarded and impossible to intercept people at. It also has way too many connections to monitor not even all of them, but at least a majority. Other side is perfect however, Shikoku only has access to Galileo, Kepler and Kyushu while the repair base is the border station in front of the gate.
