Best thing to do wuld be to have same thing like in many other on line games, MANDATORY tutorial,as newbie you will not be alowed among rest of players until you finish short to medium long tutorial, that will cover Basic/advanced game mehanic, and mandatory mission as graduation test.
Tutorial can be placed in some deleted system, and after sucesfoul pasing, newbie will be alowed in multiplayer.
Example of mining tutorial (using penn as example): at start of tutorial (console text will guide newbie when he reach waypoints ) go to equipment dealer, buy and equip 2 mining lasers, take off and follow bayous to mining field, activate mining guns weapon group and shoot small asteroids to collect helium, ( NPC trader spawns then and offer to pay you 3 M if you mine him up, after you do, it pays you, then Go to Erie and sell it to finish mining tutorial.
There can be separate, trade, police and pirate tutorial as well, that will cover other aspect of game.

That would mean every single character we make end up in a tutorial over and over. While the idea is nice, I am not sure if we have more benefits that disatvantages.

Making tutorials mandatory before people can play is a good way to drive them away even more. Not even mentioning that the amount of work to make such a mandatory tutorial would be insane.

Atleast it wouldn't need to be FLhook, that stuff takes ages

I meant, in mayority of cases, game/server tracks your IP adress and remember your history, and progress, so it will only show you tutorial first in time you play. When you select new character, or restart, there is no tutorial at all.
Out of 5 multiplayer games i recently played on Android for example, all 5 of them have mandatory tutorial against boots you have to finish before you unlock pvp mode, and they dont lack population, becouse finishing tutorial also gives nice rewards, and tutorial is incorporated in to first few actions nicley, so i dint have wish to leave game in middle of tutorial. I only started to have wish to leave later, when games start to be little to much "pay to win" in case of some of them.

But Yeah, making this tutorial in Discovery wuld probably be tricky to acomplish from technical pointing of wiew .
I wrote some tutorial texts that could be in buoys in Connecticut. Connecticut is the best place for them because it's accessible from everywhere and a good place to train these techniques too.
