Maybe I'll look into that feature in the future. I suppose the AI Personality's can be dynamically changed, although NPC personalities isn't my strong suit. Maybe you could set them up so that they only CD if need be. That's probably a question for someone more qualified than I in that subject.
The concept would be a nice addition if it turns out it can be done without crashing the server or creating a ton of Lag. Kudos on the effort and time it took already to try and make this happen. It would definitely give Carriers something to do other than just be Big Targets.

Since you're working with NPC difficulty settings... Is it possible to create an NPC that is capable of near player-like maneuvers? Such as, strafing and rolling in multiple directions in a single "jousting" pass.
I do truly wonder if we could create NPC-Only ships, such as fighters with Repair Ship-like strafing and maneuverability, in order to create a "Boss" style fighter-bomber. Something that would absolutely be a challenge to take down, and would absolutely demolish any capitals cheeky enough to think they can come along and try for an easy kill. A Quad Scorcher Bomber with 60m/s strafing and simultaneous rolling, armed with highly damaging, fast projectile speed NPC-Only guns. Something you would need a swarm of fighters to take down as part of a PvE event. The reward could be a unique engine aesthetic, perhaps? I'd like to see more aesthetic engines, except in the form of event-only drops. I'm going off on a tangent - ack!!
Back to Drones. If they aren't customizable down to the loadout, I think that the "Drone Type" system is a good way to go. A few suggestions:
Standard Fighter: Comes with 2 shield busters and 4 hull breakers.
Anti-Shield Fighter: Comes with 4 shield busters and 2 hull breakers.
Anti-Hull Fighter: Comes with 6 hull breakers.
Missile Super Fighter: Comes with 2 Missile Launchers and Flashpoints.
Close-Range Bomber: Single Scorcher, nothing else. (This might need to be Energy Cannons/Double Snac, if Scorchers are too overpowered on infinite-core NPCs)
Anti-Shield Bomber: Double Asuras, EMPs.
Sabotage Bomber: Double Novas, Scatterguns.
Meme Drone: Sunrider with 9 Corsair Escopetas mounted. (Yes I'm joking with this one, but it would be hilarious to see as a chain-firing Boss Fighter)

Carriers will receive enough nerfs and will become support ships than front line ships. No need to nerf it more

Nope. No need make shield breaker and hull breaker drones
Just LF drone for CD and bombers annoying, VHF drone with standard payload for common fight, Heavy Bomber drone with scatters+ Nova+ SNAC.
All another variants work only for players fun, but not proper for NPC vessel.
Upd. Also, light carriers would be in BS or BC class?
Will Carrier Bays be relatively cheap to produce in comparison to other POB items? To rephrase: Will they be similar to Docking Modules in terms of construction cost? Or will this be an NPC-purchased item?
