On behalf of Sirius Coalition Expeditionary Corps I humbly salute you!
Today I want to raise a question that for sure will catch your interest: planet Kurile.
Our intelligence reported the resurging interest towards the planet from GMG and Blood Dragons. I cannot hide, that Sirius Coalition is also interested in the planet and the region, as well as our comrades Apostasas.
Sigma 17 is a crucial world on the outskirts of Kusari that is by far often abused by passing Outcasts and Corsair Empire. It is rich with natural resources and provides vast opportunities for all of our factions. We know well of continuous interest of the Shogunate in the Area and of the Guild's interest in Cryo Organisms trade that requires secure back in SIgma 17. We are also aware of the predatory interests of capitalistic Samura bourgeoisie who illegally claimed planet Kurile that rightfully belongs to the hard-working miners of the Guild. We in the Coalition are convinced this cannot go on like that.
Therefore, SCEC with the prior consent of the Coalition High Command respective right to represent Coalition as the whole, present you the draft of the Sigma 17 Co-Prosperity Zone Treaty.
Preamble
In view of the mutual interests and shared threats, the parties and the Host pledge themselves to set aside their differences and form a Sigma 17 Co-Prosperity Zone under conditions stipulated in the articles provided thereinafter.
Article 1.
For the purposes of this Treaty the following terms shall be assigned to the meanings provided below:
A Host shall mean the Gas Miners Guild as the sovereign and rightful owner of the Sigma 17 system and Planet Kurile;
A Party shall mean Apostasas as the representatives of the people of Crete; Blood Dragons Shogunate as the general term for Watanabe, Kijima, Augus, and Yuobokumin clans governed by a Shogun; The Coalition as the general term for Sirius Coalition Revolutionary Army, Sirius Coalition Expeditionary Corps, Volgograd Industrial and independent citizens of the Sirius People’s Republic.
A third party shall mean a party not member to this Treaty.
Capital ship shall mean any ship of a Gunship, Gunboat, Destroyer, Cruiser, Battlecruiser, Light Carrier, Carrier, Battleship, Dreadnaught classes.
A treaty shall regard the Treaty Sigma 17 Co-Prosperity Zone Treaty
Chapter 1. Planet Kurile Article 2.
Planet Kurile is to be retaken from Samura either by planetary blockade or direct military intervention.
Article 3.
a) Planet Kurile shall be given over to the Host.
b) All Samura assets on the planet shall be given over to the rightful Host of the Planet.
Article 4.
a) The Coalition and Apostasas receive the right to do underwater and floating farming;
b) The Coalition and Apostatas shall be able to cultivate flora and breed fauna for provisions freely, unless it is detrimental to extracting natural resources and/or operation of either of the parties or of the Host.
Article 5.
The Coalition receives the right to build an underwater research facility for study of local microflora and microfauna.
Article 6.
Blood Dragons receive the right to build a landing platform for their use.
Article 7.
a) The Administration and legislation of the planet shall be executed by the Host.
b) The respected parties reserve the right to have a representative to legislative and executive bodies, and to expressly provide consultations to the former.
c) Respected parties reserve the right to veto right to the spectrum of important decision stated hereinafter:
Terraforming;
Providing the right to permanent presence on the planet to a third party;
Allocation of the Host’s military contingent of more than 5000 people;
Building space facility orbiting the planet;
Undertaken any action threatening the assets of the parties on the planet.
Article 8.
The mining of natural resources is under the Host’s monopoly with the right to provide exclusive rights to the respected members to the agreement.
Article 9.
a) The planetary ocean of the Planet shall be demilitarised.
b) The Host and the Parties shall refrain from building war submarines.
d) The garrison of the parties to the agreement cannot exceed the number of one battalion (500 men) per facility.
e) The Host reserves the right to require the reduction of the garrison but no less than 100 men per facility, unless the facility is not capable of supporting such garrison number.
Article 10.
In return for military help and continuous assistance, GMG provides favourable prices for the H-Fuel for the parties of 50% discount.
Chapter 2. Space Regulations Article 11.
Sigma 17 system shall be recognized as the Host sphere of influence;
Article 12.
The parties shall render military and other assistance to each other in the system against a third party, unless that party is an ally of any of the party to this agreement or of the Host.
Article 13.
The Host is entitled to regulate the policy regarding the presence of Capital ships in the system
Article 14.
The Host reserves the right to regulate the presence of third parties in the system.
Article 15.
The parties reserve the right to move freely through and around the system.
Article 16.
a) Any new resources found in the system shall belong to the party that found them.
b) The Host is entitled to exact 25% tax of the profits in a form of monetary remuneration or raw materials.
c) Any non-natural findings in the system shall belong to the party that found them.
Article 17.
Any scientific discovery in the system shall be considered as inalienable intellectual right of the party or Host responsible for it.
Article 18.
a) No additional taxes shall be levied regarding the parties or the Host.
b) The Host and the parties form a free-trade zone in Sigma 17 system.
Article 19.
No visa shall be required for the citizens and/or members of the faction to enter the system.
Chapter 3. Legislation Article 20.
The right of legislation and rules regarding construction of space facilities is reserved after the Host
Article 21.
a) Citizens and/or faction members shall be protected by the local law of the Host and by armed forces of all of the parties and of the Host.
b) In case of a misdemeanour, local law shall apply. In case of a felony, the parties to the agreement reserve the right to extradition and a penalty not in concordance with the local law.
c) No criminals who have committed a crime in the system recognized by the local law shall be pardoned without express consent of the Host.
Article 22.
The parties and host shall provide the necessary protection and respect for the ownership rights for the assets of each other.
Chapter 4. Amendments, Third Parties, and Conclusion Article 23.
The treaty shall come into force on the day of the signature thereof.
Article 24.
The copies of the treaty are to be sent and stored in archives of each party to the treaty and of the Host.
Article 25.
a) Amendments shall be in the spirit of this Treaty.
b) Amendments to the Treaty shall be expressly presented to all the parties.
c) No measures shall be taken to implement an amendment not agreed upon prior to the decision.
d) Each party to the Treaty and the Host reserve the right to veto an amendment.
e) Amendments shall come into force three days after the enactment thereof.
f) The copies of the Treaty with enacted amendments are to be sent to archives of the parties and of the Host.
Article 26.
a) The Treaty in principle shall not be open to third parties.
b) If a third party by virtue of unforeseen events emerges in Sigma 17 and is not hostile to each party to this Treaty and the Host, and expresses desire to join the Treaty, a collective vote procedure shall be held. A unilateral vote “for” shall construe consent to allow a third party to become a party to the Treaty.
c) A newly joined party to the Treaty shall remain on probation for one month until provided rights of a party. Until then, it shall enjoy limited rights to be stipulated on its accession.
Article 27.
a) Every party and the host reserve the right to withdraw from the Treaty.
b) In case of withdrawal, a prior express notification is to be sent to the other parties to this Treaty and the Host no later than two weeks before the intended date of withdrawal.
c) A special commission on compensation and division shall be established in case of a withdrawal.
Let this Treaty serve a solid foundation for our future endeavours to secure peace and prosperity for our Peoples and the Region.
We believe, that this treaty can serve for mutual benefits and can provide opportunities for partnership and even Alliance.
Given the pending nature of a draft treaty, we also encourage you to share your opinions on the provided articles and set forth your suggestion regarding the wording and/or amendment to the existing or new articles.

I have read your contract and have two burning questions I would like addressed, firstly why have we been included in a treaty that mentions very little about the Shogunate itself, it would be far more pressing if something was required of the Shogunate or if we were offered a sizable responsibility. Secondly, why are SCEC a Coalition organisation building treaties based on a planet that has very little to do with them?
I personally think that having GMG, Dragon, SCEC and Corsair vessels flying around the planet would not only cause the planet to become a higher priority for the KNF and Samuran forces but would also be a breeding ground for internal conflict and unrest. As it currently stands the Shogunate doesn't agree to this treaty but is open to further discussion of the subject.

Esteemed Heung-san,
I understand your concern and want to clarify the points you rightfully brought up.
Firstly, regarding the Coalition interest. As our esteemed Ally, you do understand our goals of Sirius-wide Revolution. Despite our optimism and endeavours, we do realise our capablities. Our primary efforts are directed at increasing self-sustainability of the Coalition and securing friendly relations with ideologically tolerable parties. GMG are a group of hard-working miners who for many years have been opposed by predatory Kusarian corporatocracy and government. Nor only we seek understanding with GMG, but also the H-Fuel that can help to build our own and allied fleets. We also seek scientific prospects on Kuriles, especially those micro-organism so beneficial for terraforming, that has been one of the core priorities of SCEC since its inception.
We also seek to aid our allies, Apostasas, who will be relocating to neighbouring space. As we have been reported, ApS and GMG have discussed mutual assistance. Except for H-Fuel for their fleet we want to provide them with needed food so to make their reputation among Corsair grassroot population higher and eventually further the revolution in the Corsair Empire.
Secondly, regarding Blood Dragons inclusion in the Treaty. As your Allies, we put your interests on the agenda. Your proximity to the system and overall sphere of interest in Kusari drew us to a conclusion, that the Shogunate might benefit from this form of agreement. Please, accept our apologies if our bold move is of disrespect. You can be assured of our esteem to honourable Clans.
Thirdly, regarding Kusarian government presence. It is indeed expected for Kusari to react. However, being a treacherous capitalistic House, we favour securing a system for our friends and striking a small blow against Kusarian regime. Nor only can GMG benefit from greater freedom and lesser dependence from Kusari, but also Blood Dragons can land another strike against Kusari and further up Shogunate's interests. As for Samuran forces - corporate lackeys of Kusari cannot oppose Guild's forces, not even mentioning combined forces of the parties to the proposed treaty.
We are saddened by your decision to abstain from supporting the agreement, yet understand your concerns. I kindly remind you that the Shogunate can propose its own terms. However, it is GMG who are to rule the final decision. I also welcome to spread the words among the clans. It is possible, that a particular clan may be more than others interested in this endeavour.
