That base in Frankfurt was removed in that patch. Btw i think that Rheinland ZOI not much matter for storyline or claims, but they actually should be able make pirate stuff in rheinland, so that good.

Then that line in the 4.90 release thread should be removed or reworded.
I don't know but the gap closing of the OC ZoI didn't feel that needed (in regards of Kepler and Gali). But it also doesn't hurt, all it prevented so far was random OC PoB sieges all over the place.
Mmh, might give the Orange Alliance some indies to shoot haha.
There have been at least two notable POBs over the years that abused the Kepler hole in the OC ID to stay alive far far longer than they otherwise would have. It was a small, but necessary change.

If OC requested ZoI in these systems just to go blow up POBs, then I feel I don't know if this change was a good idea.
There was a very clear hole in our ZOI wherein we couldn't engage in piracy, wherein we couldn't participate in fights or RP for fear of being sanctioned because of ZOI rule-lawyering. Kepler and Galileo were obvious oversights in the ID ZOI allowances, and after multiple years of asking, promises, silences, requests and confirmations from staff that it would be fixed - have finally been corrected.
It's all in the name of generating activity so it's completely okay : )

It's for balance reasons. A system with no threat from an unlawful faction with battleships has an unfair advantage over others. It's the sole reason Outcast caps aren't restricted in Liberty as well, because then no unlawful faction could siege POBs (HF BS is a new addition, but you can't count on their numbers just like on Dragon indies who have ZoI in Kepler and Galileo). Because of how POBs are hard to siege in terms of gathering numbers, only a few factions can realistically siege. Dragons definitely aren't one of them (I don't think I ever saw a POB siege from Dragons), therefore the ZoI was given to Outcasts (on top of what Scourge said).

I'm not necessarily saying I'm against it, however, I wouldn't really call it balance by giving permission more unlawful IDs to insta-engage POBs whilst lawful IDs don't even get the chance to tax them.
I'd also honestly call Hellfire more active than Outcasts at this point.
