I am contacting you to gather more specific information regarding the status of Lentini Outpost in the Rishiri system. Its major purpose is to act as a waypoint for vessels hauling Cardamine into Gallia, that is something we are aware of. Regarding its relatively new establishment in space we are far more familiar with than most locals, we were wondering if there should not be any joint operations between us to grant Lentini a more fortified position - especially in regards of the recent movements of the Gallic Royalists into the system. Our spies cannot confirm any major reactions from the Naval Forces so far but the situation in Rishiri can quickly develop to our disadvantage.
Take this as the first approach and do with it whatever you wish to do. But we will be honest, the establishment of such an Outpost in Kusari without any significant attempts to involve us was, let us call it surprising. But now that it is there, we should try to make something out of it.

As with most things involving Malta, the construction of these installations is largely a joint effort from a multitude of famiglia to further the spread and distribution of the Orange. No one group directly handles an installation on their own, but presently given their majority status, the individuals to talk to regarding official cooperation would be the Nationals. Given their usual.. glacial pace in handling matters both public and private, Union membership thought it best that Amalfi offer our own input, and extend a hand.
While Kusari may regard the location in question as Rishiri, most of the rest of Sirius refer to the system as Tau 53, as in a contested region outside of the immediate purview of the Sisterhood and its interests within Kusari. Though I cannot directly speak for the initial constructor's benefactors, I imagine this particular technicality is the reason as to why no contact was made regarding the construction in the first place. I reiterate that this is secondhand knowledge but my guesses as to human behavior are usually fairly reliable if recent history is to be believed.
As to your offer: cooperation between the Nazione and the Sisterhood has historically yielded positive results for all parties involved, thus I'm left to question precisely what it is you seek in regards to Lentini? Amalfi's resources - as anyone's - are limited but depending on the specifics your proposal and/or desires, accommodations are obviously not out of the question. Given Kusari's recent internal developments, I'd imagine I can hazard a guess but I'd rather not act on and/or make assumptions. I await your reciprocation on these matters, and trust that mutual growth is the intended outcome.

You are right, it is sudden. We as well were surprised.
Signora Amaia, the Lentini Outpost has been established by a number of smaller families outside of the Council's reach. While we can neither stop them from doing anything, we also do not hold the wish to, as I am sure you are aware of how these matters are handled on Malta. The Outpost is performing well enough to warrant its existence when looking at Cardamine exports into the Gallic worlds. While we would not have extended the resources to construct it, we value the effort that has been put into it.
As always, there is no reason why you and your sisters would not be welcome on Lentini, Signora. I am sure there would be no opposition from our colleagues?

The circumstances around Lentini's construction were almost to be expected. It just confirms the common ways of handling matters in the Maltese society.
It is a good sign to see one of the more organized groups appear and speak up that quickly though. While the status of Rishiri and the way most people see it may be discussed further than just the star systems name, I can assure you that the Rishiri system is well within the interest of the Sisterhood. Rishiri marks the lifeline of business between the Gallic Kingdom and the Reformed Empire of Kusari while also being the one and only way for Samura Heavy Industries to reach their installations in Nagano. I believe Malta is well aware of the Blood Dragons efforts there.
Let us go back to Lentini now:
For the moment we would simply wish to base a few strike wings of our own off Lentini, offering us to have a few interceptors ready with a slightly better responsiveness compared to our wings launching from Ainu. Naturally they would assist in the defense of Maltese vessels heading for Gallia.
Another aspect would be the possibility to develop a trade network with entities in Gallia which does not only base on Cardamine but also goods we can acquire much more easily than them. It could turn into a lucrative side business for both of us.
Furthermore we consider investing resources into Lentini's expansion but the conditions for this are still to be discussed among our own ranks.
It is good to hear from you again. Arigatō for confirming that the Lentini "Project" was started by a handful of Maltese families. No, we are not facing issues with docking rights and believe we might just found a great way to deal with the surprising appearance of this Outpost. Naturally the National Council can feel free to take part at deals and anything else concerning Lentini.

We engaged with a brief discussion with some of NC's echelons in a rare instance of cooperation on both of our parts. We've come to feel that your proposal is a sound one, but you must understand: Lentini's location and status has remained hidden all this time due to its location. Failure to protect that sanctity as it is now by fleeing to what is clearly not a hideout, but a smuggling outpost, would be tantamount to freely giving the information to hostile forces. None of us want that, so I ask that you heavily emphasize that fact to your associates. In such an instance, I cannot promise that the offending individuals failing to uphold this wouldn't find themselves on the business-end of Maltese-weaponry.
I'm certain I have the backing of the Nationals in this matter if they'd care to confirm this claim here. I apologize for exactly how to the point my point may sound, but frankly we can afford nothing less than total secrecy at this time for the installation. I'm certain you understand. If so, do as you will and Amalfi will back you, even aid you should the opportunity present itself.
A continued foray into Gallia for expanded trade operations wouldn't be a horrible idea, however as I understand it: it's one that has been tried before with minimal success. The Gallic Bridgands have smaller bands within their ranks that accept and help distribute the Dream but frankly they are few and far between in terms of cooperative membership. If you can find any group within Gallia wishing or able to turn this trend, you would do well to inform us as soon as possible so further investigations can begin.
Once more, I apologize for the possible implied latent hostility in this missive but again- our own operations mustn't be compromised by carelessness. We do our best to assure such actions are not undertaken within Maltese ranks, and I am simply outlining what would happen should that not be the case for the Sisterhood. Amalfi holds the relationship Malta shares with our sisters in Kusari as quite important, and wish not to see that diminished by a misunderstanding. Consider our words carefully at this time.

Do not worry about your tone. It is fully understandable. But there was no actual need to remind us of this. Lentini's location shall be handled the very same way we expect our allies and business partners to treat our installations when being under hostile fire. You should not worry about this, though I might add that in case of misbehaviour from one of our pilots, a punishment will be enforced by us and only us unless we talk about a very serious case.
Regarding the contact to Gallic groups, it is a shame to hear that the Brigands are still an unorganized lot. We had contact with a small group of them several time ago but they apparently did not survive their own internal conflicts or were caught by Royalist Forces. We will keep our eyes open and inform the National Council and the Amalfi Directorate if a suitable business partner was found.

It is a region ripe for distribution that simply seems to lack the infrastructure and connections of supporting the Cardamine trade quite on the scale that we would like.
