Greetings,
Yesterday during combat patrol against Unioner forces within the Bering system an unidentified installation was located just inside the western corona of the Bering sun. Outpost Salvage Depot, constructed in an active warzone between Harmony and Unioner forces, of which Unioners have deployed Weapons of Mass Destruction, was constructed within the frontlines of this conflict. While initially unsuspicious, it was, however, decided that the base may be in use by such unlawful parties as a staging point against Harmony forces in the region. We count it as little coincidence that very shortly after scouting the base a Unioner assault force comprised of three cruisers and multiple snubcraft assaulted the scouting unit that located the base.
Furthermore, during late night recon of front lines, a Unioner was located in the vicinity of the base and immediately fled once radar contact was found. We have attempted to contact this facilities owners 9 hours ago and as of now have not recieved a response and under current conditions have to assume the worst as Unioners will spare no expense to rout us from the system so they can strangle the vast amounts of salvage in the system for their own use.
To this end I am requesting to know if either Rheinland Bundestag or Rheinland Federal Police have knowledge on this matter and, if not, to allow Harmony forces to proceed with a forceful deconstruction of the base.

Guten Tag, Admiral Linford. My name is Laura Carsten and I am polizeidirektorin of the Rheinland Federal Polizei.
As far as I am informed, the base in question should be civilian installation belonging to the Kruger Mineralien. However, the situation is little chaotic at this moment and we are still gathering the information. For example, we are missing quite important information about the exact location of the supposed base. Can you provide it?
Anyway, I want to ask you to just monitor the base with patrols for the time being and to not proceed to mentioned "forceful deconstruction" until everything is cleared out.
I appreciate your swift reply. As per previous assurances to Rheinland, this base will not be under threat by Harmony or Separatist forces as it belongs to a lawful Rheinland company. Our patrols will extend to this area to ensure its safety and uninterrupted operations within the Bering system.
The bases exact location is at the intersection of D-4/5, just at the edge of the corona of the sun, a picture of the new installation is enclose with this message, taken by our heavy patrol. Should this base come under threat by unlawful forces, I would do my best to allocate a defense force to this base, given it's status as being owned by a lawful Rheinland corporation.

Danke for the information and for the cooperation. I am glad that we managed to prevent the completely unnecessary bloodshed of civilians. I recommended the representative of the Kruger Mineralien to look for your message in which you tried to contact administrator of the base, so you can get in touch with each other and prevent any more misunderstanding. Guten Tag again, Admiral Linford.
I contact you once more regarding the whole matter, however this time for a different reason. After the situation was clarified and calmed down, I had time to examine properly all circumstances and I have some questions for you regarding the message which started the whole affair and to which we received access.
You stated that you "attempted to contact facility owners" but "not received a response", however it seems that you in fact demanded in this message a "fee of 50 million credits" from the owner and also docking rights to the station under a threat of "forceful dismantlement".
I want to hear the explanation why your organization acted this way towards the owner of a base which is located in the area considered as part of the Rheinland territory and under the jurisdiction of the Rheinland laws, which consider such behaviour as a criminal act.
As you can assume, Harmony and it's forces have been quite jumpy since the Unioners deployed a NEMP warhead against our base of operations, trying to push us out with the use of WMDs. Our reasoning for this is initial intel of the facility and projected use of the facility would've been for the detriment of our forces. Naturally such a reaction off initial intelligence was misguided and an irrational demand, alongside a criminal demand.
I am pressured to react swiftly during this time of total war against the now amassed Unioner armada and the initial suggestion made my on-sight operatives is that the facility may have been deployed by un-friendly forces and was advised to do so. I understand that such rushed decisions, as was made, lead to such misunderstandings and incidents such as this, for which I apologize for. We are still reeling from the NEMP attack and are very much on edge of unidentified facilities in the region, especially those established at the front lines of the conflict.
One of the main reasons we had assumed as we did was because we had no knowledge of presence of lawful entities within the system for some time now, and while we have encountered Police patrols within the system, such as the other day following a large fleet engagement, we haven't seen any attempts by Rheinland corporations to establish themselves in Bering. We will fully support the protection of such attempts to gather a foothold in this desolate system, and on behalf of Battlegroup Harmony I apologize not only for our rash and, looking back, rather rude way of first contacting the facilities owners.
I sincerely apologize for our attitude in handling this situation, and my demand was a criminal one, and should the Polizei see fit to issue a fine, I shall pay it. I do wish to assure you, this type of attitude will not occur again. Following our previous discussions, I had once again contacted the owners explaining the situation, and as expected received a rather deserved rude reply aswell. As told to you, I had told them that should unlawful elements give them issues, I will do my best to dispatch aid to them.

Given the current situation and circumstances in the Bering system, I could understand why would be so important for Separatist forces to get information regarding the owner or even access to the newly constructed unidentified base as soon as possible, even by using a threat. However, it is still a violation of the Rheinland laws, because you do not hold any authority to make such demands in the Rheinland space where the base in question is located. Hence my questions, which are part of the investigation of your message, or precisely you personally because you were the person who sent it.
But back to the matter itself. The mentioned reasons may explain the demands, except for the fee of 50 million credits. Thus I would like to hear the explanation how is it related to them or justified. I ask because your statement and demands look like a violation of the paragraph 2.3.1. of the Article Two of the Rheinland laws, which state that "piracy is described as performing or attempting to perform actions such as the disruption of trade lane rings, and/or an extortion for sums of money, equipment, cargo or personnel in exchange for the immediate or future safety of the target of the said actions".
Apart from that, would like to ask if you have any other photographs of the base taken later than the one you sent me already, or if your patrols made any more checks of the base and if so, if you can provide me with the reports or logs from it.
Indeed I do admit that the demand was made unlawfully as the station is within Rheinlands territory of Bering. The demand was followed by initial intelligence reporting the facility had been constructed farther north, and in my haste, had failed to check. Acting on available intelligence and unable to get into the field myself to confirm, I had issued such believing it had fallen into Liberty's section of Bering and thus fall under Libertonian law, of which a standard fine for illegal bases constructed is a 50 million fine for arrangement of proper base construction licensing. It wasn't until after and more information became available, and as such clarifying it's position, did we reach out to you and then respond to facility owners apologizing for our mistake.
To your final question, our patrols have been frequenting the area and official Kruger representatives alongside independant contractors have been visiting the site frequently. We have noted the facility has constructed a defensive platform, equipped for anti-battleship combat, but aside from this no further developments have been reported aside from the pursuit and destruction of what we believe was a Unioner scout. After consideration and taking the circumstances into account, I do not see necessary to arrest you because you are cooperating very well with us so far. The criminal procedure will continue to reach the verdict, considering the current situation I assume that you do not wish to attend personally and can be given in your absence?
