Dear Josef, due to Liberty Law requiring all stations to pay 500,000,000 per annum, it is to our unfortunate opinion that the use of SBC no longer guarantees or fulfills our mission statement. There for under signed agreement with yourself and my chief of staff, I place clause 1.6b paragraph B, under immediate effect. This has been voted in by majority under the Executive Administration of Universal Shipping and not a single handed move. We have left your station with all the agreed upgrades and food water and oxygen your staff will need for the coming weeks giving you time to handle the change over. We've also placed 50,000,000 credits into the bank to over-see any base costs within, this is a voluntary donation given by Universal to hopefully see good gesture on our part.
Please take this message as a contract annulment effective immediately.
Also note, this message is also relaying to Liberty Government to ensure the invoice to pay is annulled, and will further contact yourself for payment.

Secretary of State. I wished to lodge a serious complaint about how =DSE- has been treated regarding *USI*'s involvement in obtaining access to SBC. I have in effect been railroaded out of my arrangement to such an extent that I am not able to have access at all to what was a serious investment by =DSE- into SBC. My access to the master password was terminated by Josef Tomsovsky even though we were/are co-equal partners, and =DSE- had operational control.
I was going to ask for an investigation into the illegal transfer of the base ownership to *USI* and seek redress. Particularly in regards to loss of access to SBC and the loss of all resources regarding the upgrade that we, at =DSE-, paid for completely and fully. However, with the decision that *USI* is terminating its activities at SBC this mess could be sorted amicably and =DSE- could again regain operational control.
If however things do not sort itself, =DSE- may need to call upon Liberty Government to address this issue.

I think we made a mistake forfeiting our role as Universal Shipping within Sirius Base Construction, I do not have any knowledge of DSE having any role within SBC at the time that we Universal Shipping maintained the base, and constructed the new modules on that base. The entirety of ownership should remain with Universal. That being said, 50,000,000 payment is due to Mr Hawthorne for this months base licence and as DSE has not applied to pay for the base licence, it is our intention as of good faith to ensure good will. To pay such fee until our arrangement can be put back in place as owners of the SBC Base.
Within Liberty Law, it has been announced previously that Mr Hawthorne agreed that the transfer had been made to [*USI*]Universal Shipping Incorporated, and that we in it's integrity. Pursuit all legal boundaries and costs to Liberty Law.
No further action will be taken to DSE's attempt to control this base, we still have the Operational Password (//master pass)
and shall continue to own this in the future.
Unless Mr Tomsovsky, denounces our ownership, it is set in stone as so.

SIRIUS BASE CONSTRUCTION OWNERSHIP CONTRACT
§1.1. This official agreement is between Sirius Base Construction Co LTD and Universal Shipping Incorporated. No other parties have any legal rights or responsibilities.
§1.2a. Henceforth, for convenience purposes, in this document both entities will be designated with their initials; Universal Shipping Incorporated as "USI" and Sirius Base Construction Co LTD as "SBC".
§1.2b. Henceforth, for convenience purposes, in this document the modular space station named Sirius Base Construction, located in the Sector 4F of Texas system and owned by "SBC", will be designated as "SBC Station".
§1.3a. Current configuration of "SBC Station" is as follows: BaseCoreLevel=2, Shield Generator Module type 1=1, Cargo Storage=3.
§1.3b. USI will own "SBC Station" for an indefinite amount of time. SBC maintains a master clause which allows them to revoke this grant.
§1.4a. USI has the following responsibilities:
a) Provide frequent maintenance and preserve the station's integrity. The service costs will be covered by USI exclusively.
b) In the event of destruction of the "SBC Station", USI will fully compensate SBC. After a thorough investigation by Liberty Police Incorporated is concluded on the causes of the destruction.
c) Comply with the Laws of House Liberty and refrain from any activities which can be designated as illegal. The legal costs as well as any legal responsibility rest solely on USI.
d) Offer any maintenance or construction contracts concerning "SBC Station" first to SBC, before offering the contract to third party. This does not apply when the "SBC Station" is in state of emergency or under threat.
§1.4b. USI has the following rights:
a) Use infrastructure of "SBC Station" for their trade activities. Under the condition that these do not disturb or impede SBC's own operations and plans.
b) Upgrade and expand the station infrastructure. The modernization costs as well as the selection of the exact expansions are USI's exclusive responsibility.
§1.5a. SBC has the following responsibilities:
a) Comply with the Laws of House Liberty and refrain from any activities which can be designated as illegal.
§1.5b. SBC has the following rights:
a) Use infrastructure of "SBC Station" for their base building activities. Under the condition that these do not disturb or impede USI's operations and plans.
b) Reserve 1 Cargo Storage module (30.000 standard units) exclusively for their own operations. This storage capacity can be used by USI, but only as a temporary buffer for maintenance and upgrades on "SBC Station".
§1.6a. This contract can be nullified under at least one of the following circumstances:
a) One side breaks the conditions of this contract.
b) Both sides agree to contract nullification.
§1.6b. The contract is nullified 60 days after the intent to nullify the contract has been announced. Unless both sides agree on different date.
a) If SBC breaks conditions of this contract or announces contract nullification, USI will be fully compensated for any upgrades to "SBC Station" present at the time.
b) If USI breaks conditions of this contract or announces contract nullification, SBC will take over the "SBC Station" with all upgrades present at the time.
§1.7. Any part of this agreement can be changed, under the condition, that both SBC and USI agree to it.
It is my objection to any =DSE= statement of ownership, foreign or domestic and that Mr Tomsovsky the CEO of Sirius Base Construction requires and permits [*USI*]'s ownership until he states otherwise a change to such contract must be made to our Chief of Staff Miss Nicole Burton and signed by both entities. Our previous announcement of nullification has been revoked as it did not pass the 60 day criteria noted in the contract under: §1.6b. Thus we've carried on as "business as usual".
I have no further comments on this legal matter, it is [*USI*]s contracted ownership.

Not ONCE was there any discussion of ownership. Indeed in my discussions with my co-equal partner I had agreed to allow the *USI* to use the base on a lease arrangement only.
I wish to again point out that the ownership of Sirius Base Construction (SBC) is not owned by *USI* and that they are tenants only. The very contract they agreed to talks about leasing for a long term. You cannot "own" SBC and "lease" SBC - it is one or the other.
*USI* gave 60 days notice, and before that was up, they suffered "sellers regret". That is just too bad. They must vacate.
This was on January -07, and therefore they MUST vacate by March-04.
Mr Secretary. =DSE- holds firm that the intent for *USI* to use SBC was for lease only. As co-owner of SBC =DSE- has been mislead and is a victim in this very... "strange" development. We ask for action on this.

Charles, we need to talk.
It does not become two great Libertonian corporations to take the legal knives to each other.
It also appears, that we have not been treated with the professionalism one would expect from my former co-owner and yourselves. As it stands, I went into partnership with the founder of SBC, and took it from a Core one to a core two, as well as adding more storage capacity. It was nothing more than a shielded Core one with no extra construction.
It would seem that we are at an impasse. For neither *USI* nor =DSE- want to lose out on what amounts to a significant investment, seemingly on equal proportions. To that end, and bearing in mind that the former DSE base in Alberta has now been moved to Texas and renamed Houston International, USI seems oversupplied with bases.
I will be selling/removing Scrap Palace from Texas, but still require a suitable HQ in Liberty.
To that end, I am willing to pay *USI* a sum of 300million SC as fair and reasonable compensation for the costs to build SBC to Core 3. In return SBC will be handed back to =DSE- .

We have leased the base and co-owned the station whilst under lease/contractual hire-purchase however you see it. It is a legitimate and legal contract I cannot sell you this base, we can sell our share for the station but as we're the only corporation that has kept the base up and running and we have placed our own station Houston International next to SBC to ensure it's safety because it has no weapon platforms.
Yet again Universal Shipping comes to SBC aid.
You or any other further DSE members associated to you or any party has nor helped or attempted to keep up any shipments of Food, Water or Oxygen to this station in the past three months. If I were to state I have legal legitimate rights to own a station I would not step back and allow 600 crew members to starve, be dehydrated or be starved of oxygen completely.
If it wasn't for our Universal Shipping transports and contractual ownership I would have Liberty Police arrest you!

I should have you tried under court for undue care and attention, your lack of care for this station for the past 5 months has been duly noted from Universal Shipping.
You have never attempted to keep the base up and running since your core 1 to core 2 upgrade agreement with the CEO.

If i were you, I'd stand down from this matter Steve. This is clearly a losing battle for you, I can and will alert LPI for your undue care and attention for staff on SBC Station if you continue to persist. It would be wise for Mr Hawthorne to alert authorities on our behalf and have you fined.
