Doesn't mean it's functioning properly, since Govs should only be made up of 1iCs of lawful OFLs, not with special exceptions for people.

Governments don't operate how you "think" they should operate. They operate how the people in the government think they should operate. What you think and what actually happens are two different things.

It is functioning just fine. You don't have a say on how someone should run efficient government, which LibGov is right now.

If the 2ics from the Navy factions were involved, that'd be 4 votes coming from the Liberty Navy side where everyone else has their 1ic and their 2ic - 2 votes. I'd say it's functioning well if it's balancing the voting power.

But yea, 2iCs voting on things when the 1iC votes, not really efficient, and only balanced because Lib has OFs for almost all it's lawfuls.

Remove those, and then it's unbalanced.
