No, we would not have had this issue with LibGov.
But the main issue is that POBs are not movable, yet precedence is there (Falster). The main issue is that POBs don't change IFF, yet precedence is there (Houston International). So that's the issue. Staff claims they won't do it while it has been done. And you argue how little benefit it gives for few minutes of work which you defined as "hard work". Running LibGov is more hard work than moving POB few clicks away. So you can pack up your distaste for LibGov or me, and actually discuss the issue at hand - "non-movable POBs or no-IFF-changes" when there has been precedence and it takes less time than discussing whether to warn someone for attempted roleplay.
If a base is causing actual gameplay problems it can be reported to the staff, and if necessary it will be moved the minimum distance required to fix the issue. You didn't do this. You instead threatened the owner by demanding they move it to the precise location you have decided it needs to be, a demand which they cannot comply with.
Regardless, the base was in the same location, had not changed in any meaningful way and you didn't have an issue with the location of the base for the eight months prior to it's change of ownership.
But sure, lets change the rule from "bases are only moved when they are negatively impacted by development" to "bases can be moved whenever Snak3 decides he doesn't like the location of your base any more". Another bucketload of meaningless requests for the staff to waste time processing.
Then perhaps finally everything will fall into place for your grand five year plan.
I don't know that base, but i agree that a base could be moved of location, maybe pob level 2 or above, on the same system just for "RP" issues. The owner must have a good RP excuse and pay the admin work

I see the main representative of LibGov is still as simple-minded as usual. Falster was moved because the IMG was at war with Bretonia at the time, and since Bretonia took over Aland, it was decided that for the sake of gameplay, the base would have to be moved.

I see you don't know that it was moved before the war.
