I know there has long been a desire from the community for a way to formally request these changes, and we'd like to thank everyone who has previously contributed ideas to the discussion and put forward potential solutions. We won't be retroactively applying charges to any currently pending requests falling within scope of the new policy, but future requests will be charged from this point forward.
Please feel free to ask questions here and GMs will answer where possible.
Quote:Game Masters will consider changes to a Player Owned Base (POB) IFF, name or location on a case by case basis. The requirements set out below describe the normal standards needed to be considered for a change. The team may at its own discretion waive these standards when appropriate. When determining whether a change should be approved, the team will have reference to the potential impact on the gameplay and roleplay of the surrounding area.
General:
The POB's name must be recorded in the request title.
The POB must be at least Core 2.
The POB must not be subject to any ongoing attack declaration thread.
The POB must not have been subject to any other change request within the last 6 months.
Name / IFF change:
The one time payment of $500,000,000 must be left on the disclosed ship.
The request must be the result of a change that is documented in the roleplay sections of the forum. This could include the POB being sold by one faction to another. Undocumented sales / exchanges taking place outside of the roleplay environment will not be considered eligible for change requests.
The IFF change may only be to factions that are neutral, friendly or allied to the existing IFF.
Base Movement:
The one time payment of $1,000,000,000 must be left on the disclosed ship. If the move request is being submitted for small QOL position alterations or due to significant changes to the current location's lore or system design, this fee may be waived at the team's discretion.
The request must be the result of either development change, or an in-roleplay change that is documented in the roleplay sections of the forum. This could include a roleplay projects aimed at simulating the base's movement, or disassembly and reconstruction.
The base will not be moved to within 15k of a mining field.
Any existing defence modules will be lost with the move, and will need to be reconstructed at the new location.
Bases have typically been moved in the past when subject to system development changes. For example, Iejima Station was built as a helium-3 ore base in Okinawa, but the developers moved the field to Sigma-19. Iejima was then moved accordingly, free of charge. The same happened when the mining field moved from Sigma-19 to Sigma-59.
My feedback would be that bases being moved for the same reason - system changes outside of the owner's control - should still be made without charge.

If a change is being requested because of a major system update that would previously have warranted a move, we'd still waive the fee.
I have no Weapon Platforms, nor do I have an intention of moving at any time in the near future, but why won't you move WPs?

Mostly it's to allow the incumbents of the new location a fair crack at responding to the new base. It isn't exactly desirable for a nigh invulnerable fortress of doom to be built up in one area, and then dropped into another as a kind of fait accompli that no-one else can do much about.
Why does the cost scale?
Is this another cash requirement for an audience, or is it payment for services?
Are the GMs taking the money based on the amount of work they need to do, to move the PoB or change the name?
Do you need to add a cash requirement?
Can it work without one?

Base name changes, up to now have been free (they could be requested once every 6 months).
It is a Team decision to put a price on the required changes and, I suppose, it makes people stop and think before doing something.
The work for any of the 3 changes takes roughly the same time.
