We would like to sell light arms for example in system Omicron Theta at Corfu Base (Zoner), or at Freeport 9 in the same system. If this neutral installations are a problem we could sell them in system Omicron Delta at Dabadoru station (Core).
If we receive small amounts of light arms from, for example a Liberty ship in system Hudson which loses some parts of it's cargo, then they will be sold on the nearest RM, RFP, or DHC base.

Regulations regarding Restricted Cargo License clearly say in paragraph 1.5. that you need to provide NeuralNet link to channel where he received recommendation of trustworthiness from respective Rheinland official corporation or Rheinland primary law enforcement authority. Thus you need to directly contact this party and request it, reputation scan is not considered as enough under current regulations. Also, you should note that Republican Shipping - tagged RS| - is no longer listed as Rheinland official corporation as they lost their status not long ago.
For requested commodity - blue jillies - the respective party which should be contacted as a first choice to provide the recommendation is any Rheinland official corporation. Feel free to choose which one from the three is best option, though I would recommend you to avoid Daumann Heavy Construction because recently we were told repeatedly by applicants they don´t reply fast, probably there is too much stuff they have to handle.

I have received your reply, and acknowledge the changes you indicated.
Starting from the most simple of the issues, I admit that our current business arrangement does not envision the transportation of Libertonian Light Arms to Kusari via Rheinland space. I would ask to preserve the license in the eventuality that a transport under our banner has the most unusual task of taking Light arms from somewhere in Rheinland to Kusari, or to a Rheinland customer even. Having presently no evidence or message of business intention like the cases mentioned with us, I can waive our request for Light Arms license as without justification.
A for the Saba-maru, it currently flies under the register of the Takarabune Conglomerate, a company under the Association. Therefore the correct callsign would be [HA]-Tb|Saba-maru .
As for the more complex request of information, I am concerned with the apparent complexification of the standing system, and how it may hamper the fast and correct judgement of the RFP officers on policing duties.
Upon reviewing the new regulations, it seems proper to request that our licenses incorporate all sorts of Rheinland destinations suited for intra-house trade, as well as routes that exit Rheinland towards mainly Kusari, the Sigma systems, and Liberty (with minor frequency). If there is a need to specify which systems under Rheinland jurisdiction should we travel and perform commerce, I would state with certainty all with the exception of Dresden and Omega-11 systems. Please correct me if this assumption is wrong.

Current restricted cargo licensing system may look complex at first glance, but it is actually quite easy. Current form is a compromise between effort to minimize security risks which stems from transportation of cargo which should stay away from hands of criminals and terrorists, and intent to allow business with this cargo by trustworthy parties, mainly to help Rheinland economy by increasing export. Result is that we allow transportation of such cargo only on specific routes and not everywhere. For example if someone wishes to export military vehicles of Rheinland origin, which are manufactured mainly on planet Nuremberg, to Kusari, then there is no reason he should be flying with it in Hamburg or Stuttgart systems. The longer route is taken, the higher is risk that some criminals will ambush the transport somewhere and take the cargo by force.
Thus when you declared intention to export commodities to Kusari and possibly Gallia, to which the shortest route leads through Kusari anyway when comming from Rheinland, we allowed the transportation in systems according to the mentioned policy. Thus current license allows Hogosha Association transportation of following commodities in following systems:
Blue Jillies in systems Frankfurt, New Berlin and Stuttgart
Military Vehicles in systems Frankfurt and Munich
Nuclear Devices in Frankfurt system
The reason why we requested list of from to where and via which route requested commodities will be transported was simply to check if this is correct. Feel free to bring justified request for adjustment of course.
Anyway, to the two remaining commodities. Regarding light arms, you confirmed our assumption that you do not actually need license for it. This commodity is mostly of Liberty origin and would be only transported through Rheinland space elsewhere in majority of cases, what brings security risk but without any gain for Rheinland. If this will somehow change, you can again request change of your license when there will be real reason for it.
Similar description actually fits to plutonium as well, however we are aware that abuse of it for any criminal activities is much more difficult than in case of light arms. But we still need to know from to where and via which route you plan to transport it, so we can consider it and give you permission for specific system according to policy which I explained above.

On the matter of Plutonium, we have informed the RFP on our first request that our purpose is to provide said cargo to any interested customer in Rheinland. In other words, Rheinland import interests.
Considering our shipping sources, we would enter Rheinland through the Frankfurt border, and transport it mainly to the following systems: New Berlin, Munich.
Should any special or particular contract reach us to ship said plutonium to any other system under Rheinland oversight, we will contact you again for a temporary compromise.
