I don't know about triggering an event but there is a way to have bases track damage and deny docking once they hit zero. The Discovery of Discovery server had that in place over 9 years ago

Their point was to make repair trade events and generate activity and RP. Later it was thought that it might be cool to let the player themselves pull the trigger, so to speak. Ah well.
It was okay as very rare one billion per shot insta-kill weapon, before SciData became abundant and easy to get.
Terribly weak. How many times did you guys die from them? What is so bad about dying to an NEMP that it ruins everything? Weak standards ruin the game for everyone, and this only protects weaker players that often choose to abstain from pvp anyways. We always have less to do here, less options, and need to reshuffle ourselves to accomodate for people who have no imagination and don't want try or compete to succeed.
I have worked for 12 bombs and 3 launchers over the last 3 years. Got to use one for an event once and it was barely what I asked for. Half of all of those and 2 launchers I GAVE to SIS for faction use and was stalled indefinitely until I left and got my own again. All to avoid player change on an rp server, and some inconvenience for lazier players? Or pvp vets that are so badass but get anxiety over the possible presence of an NEMP. In all that time they would have all just been used in big important pvp battles (if we had ones where the outcomes would freely count, over a real scenario). Boo hoo hoo for those who'd have been turned to blues fast over them. Instead it was all wasted time to save weak players some inconvenience. Would they have left? I guess if these are totally gone its time for that to cause a player to leave. How lame can this get here?
People please stop hiding behind the 'trolling' or bad apple arguments. This change and the attitudes against them prove why this place died for so long! Traders complain about anything that might go against them, and vets complain about anything they can't pew through at super high fps.
