If you were able to just crap out bases that start at 200 mil hp and shield, you'd also have to make battleships and siege turrets incredibly cheap.

Use your imagination! At max 200 mil hp they would not be that hard to remove by force. But also they could just add one extra commodity to the list of needed commodities to build with, add a need for one unit of something and make the price 50 million a unit.
So if someone wanted to spend 200 mil to stack 4 of such theorhetical bases, and stirr the need for activity to rebalance out the situation, I'd say have fun!

Hate to break it to you, fam, but even without full health, certain people spam bases already. And it's not fun. It's not fun to find a ring of decaying bases around hostile solars because someone's having a lul. It's not fun to have to siege random Core 1s because they're lagging people to the point of crashing. It's not fun watching people make these intentionally, and last but not least, it's not fun having to harass decent PoB owners in order to get a message across to the sub-human ones that they're not welcome. PoBs are not fun, they're just tedious. Activity doesn't make people happy. Fun makes people happy.

Sounds like you got a case of POBPTSD bud. Its a video game, no one makes you do all that, you do it because you want to. Besides maybe people are doing that for lack of other activity options.
I've never been lagged out by POB's, and I am pretty sure POB stacks are actually rare. If off plane POB's are being stacked, I'd say add an extra way to locate them. Otherwise if they are on plane and can be found I don't see a real problem. The point is to have a more disposable option for stuff like that. Laying and destroying such bases sounds like fun to me.
You cant do stuff like that with normal POB's, they start out too weak and doomed to be worth the effort. You can't use a POB to try to claim or occupy a piece of territory very easily, so no one tries, and yeah, things are less active than what they could be in that regards. I'd love to see people plan ahead and drop a couple into an area, prepare ships with supplies, try to set up shop (invade somewhere) and see how long they could hold out.
You guys confuse your inrp and oorp desires. Your characters may hate it but as players you should welcome new things and new reasons to log.
Also in that case of that massive POB stack, was that even on this server? If you let all of those bases get built up and no one opposes them in that time, they earned it I guess. It takes a lot of supplying and a long time to do all that, where were the siegers all that time?

Those PoBs were spammed in about 41 minutes. 3 were pre-existing and were not sieged because they didn't cause any issue. The rest of them were added because certain filths thought it was funny. The siegers found out, sieged it, and then two more were added when we went to sleep. That's not effort. That's spam. That's people not caring about what their actions do. And when the defense of bases sitting on top of a Core planet came from Outcasts and Corsairs and Order working together, it became pretty clear that the people didn't even care about RP. It's people who think that because they exist, everyone should cater to them. Inrp, we'd like to kill all the bases. Oorp, we're just purging trash made by wastes of air.
Those were on the server, they can be found here, here, here for the decent ones, and the others in the pictures have yet to show up in the declaration archive. The decent ones were the only ones that had any effort put into them. Playing janitor for a bunch of people who unfortunately have more muscle function than they have common sense or decency isn't fun. It's definitely activity, given that K'hara shot from a few hours of activity to 3 days, but dealing with cheep tactics, cancerous players, sitting for hours shooting, and oorp hate because "muh poor base" is not fun. It turns from a game into a job. Work isn't fun. Play is fun. Very few of the K'hara members wanted to do anything with this, most of us are fast-action players. We log for a few minutes for a fleet battle, either win or lose, and log off. Also, it's not PTSD because it's happening right now. There's no "post" about it. Literally today we've had to clean up another of these poor excuses for jokes.
If people really lack activity outside of PoBs, then maybe they should find an actual story to write. When I first started playing here, some randoms started an entire war between Outcasts and Order. A while before that, most of the stuff that's written down as "server history" happened. There was a point where the server was usually at 200 players, and you'd be spam clicking to be able to log on. PoBs aren't a godsend savior of activity. They're just an unbalanced feature that was made necessary.

I think you're overreacting to all of that though. If they spammed bases, they start at 20 mil, and require no dec, not a huge deal. If they did it to exploit the holiday settings and get a full base right away, maybe someone should file for exploiting a glitch.
Without a certain degree of real risk/gain, its comepletely pointless and reduces the server to an arcade game. People have to be able to have their space homes, and it requires a system to be fair. It certainly generates activity. I was also here when you had to spam click to get online. What I noticed was that as the updates came out as years went on, we saw changes to the map, to weapons stats, and propelled story...but little work gone into new activities, new things to do with the actual game to form commensurate rp'able activity. Like mining, sci-data mining, other pve -> pvp activity that would help with keeping some purpose to activity. Thats where population started to drift, as for a long time there was little to do for anyone who had been here a year or more.
Many have all of their battleships already, or have huge arsenals of ships with all kinds of expensive advanced equipment or special weapons, and still have little reason to use them.
If we set a simple rule regarding using bases to claim planets, for instance, players would have a new outlet, new situations to attempt, and an ability to generate some purpose to their involvement. Thats where immersion begins. Its always better to say you're a bounty hunter if you really do it, or that you're a pirate because you really do it. Same goes with every role. In some places they should let players try to claim areas, and at least require some activity to keep it in check. What we'd need to top that off would be a few new mostly empty sandbox systems for players to 'colonize' fresh.
