They already have Zoi and shooting BAF wouldn't make much sense.
TBH I kinda get why it wasn't extended to unlawfuls after thinking about the practicalities - you'd need to extend entire Zoi. Where navies can just shoot other navies
It would be awkward for Pirate IDs to get "Can shoot house Navies in Taus" each, or get entire Zoi extended where Navies didn't.
On the other hand, this will just leave houses for smuggling andpiracy for unlawfuls, and they will miss out on the fun often - the reason this change was justified by.

Here's a hot take: If you give every faction in every region of Sirius something interesting to do at the same time, you thinly spread our already limited playerbase across an enormous universe. The result is that interaction is hard to come by.
You'll see an initial spike in activity in the Taus as a result of this, and then people will decide to return to other regions, probably. And if they don't, the Taus are still a cooler place to fight than Liberty

As far as I am aware they can engage enemies of Liberty basically anywhere. LSF probably considers Gallia hostile? Who knows. They definitely can shoot the inevitable hordes of Outcasts and what not though.
Unlawfuls who have zoi in Taus: Brigands, Maquis, Gaians, outcasts
Others who can pirate in Taus: Unione Corse, Hogosha, Junkers, Pirate ID
With a few exceptions, any of these can pirate any corp, and attack any navy. It's not that unlawfuls are "excluded" from this. Most of them are already there by default.
Mollys have just T-31. They would benefit so much from having 23 too and help balance out BAF a bit
That's the faction I am worried about will zap the house even more than it is. And they can't join the "fun" so ultimately they are the losers in this.
For Maquis faction and others that have Taus already - this is fucking amazing, honestly. We were against numbers, skill, tech when only against house lawfuls. Who barely logged. And when they did we had 0 chance But this made is relevant as the 3rd party going in - and will make all Tau unlawfuls that were getting hammered relevant in PvP really.
Can we please get a clarification on ZsOI? For example, Gallia doesn't have Tau 31 ZOI, but this page says they can attack Kusari and Bretonia ships in the Taus. Does this mean they can only attack them in the Taus where they have ZOI, or in all Taus? And what about ships that are neither Kusarian nor Bretonian, but for example Outcast?
1) Clearly it's in all taus
2) No you don't get ZOI - so you can't shoot OC first, only KNF and GN
This is why it makes sense they don't want to include unlawfuls - would make the IDs awkward without giving them Zoi (I still think they should, but I understand)

I think that's an already known issue by now.
The ID additions for mutual engaging each others Militaries are not ZoI extensions but I suppose just adding "hostile unlawful combat ships" and in case of KNF "hostile unlawful combat ships and Crayter combat ships" should do.

You are then in effect extending Zoi just without law application yet excluding unlawfuls anyways if you add can attack combat ships"
I like this tbh - it's great for native Tau factions who won't get run over by house millitaries with tech, numbers, skill advantages, but swoop in as they duke it out.
And yes - The lawfuls can defend themselves. I'd still let unlawfuls in on this tho. Like Mollys :/
