As long as the unlawfuls play their part and engage and not just oddly sit next to it then, yeah this works perfectly fine. Just prevents lawfuls to take the initiative in a few situations, fine by me tbh

For Maquis faction and others that have Taus already - this is ***** amazing, honestly. We were against numbers, skill, tech when only against house lawfuls. Who barely logged. And when they did we had 0 chance But this made is relevant as the 3rd party going in - and will make all Tau unlawfuls that were getting hammered relevant in PvP really.
You can balance "bretonians" in tau 23, by bringing maquis, Outcasts, or even blood dragons. They're all in range, with the Outcasts having a base in the system itself.
heck,I expect the Hogosha to still hold a long-time grudge on any bretonian imperialist that crosses paths with them.

You see how it's bad for the Native house unlawfuls who get the little activity syphoned away though right.
But I mean - I suppose it's not so bad that they focus on RP, Smuggling, Pirating and events. Same goes for unlawfuls that DO have house Zoi and Taus - House space for all that, Taus for /1/2. Can Work. But it will be very hard to get PvP oriented players into factions that don't have the Zoi
CR can still shoot basically entire kusari except BD, OC, Brigands if they wish, if Gallia attacks, even Gallia, so can NO-. IMG can pirate BMM and shoot OC, Brigands, GC, BD (?), maybe maquis, there is plenty options for "locals" still. If everyone stopped whinging here about edge-case scenarios and instead just picked their fav faction and went into the clusterfuck, everyone would already have 10x things to shoot.
