@Squad says it is allowed (incidental kills - on targets you can shoot anyways), multiple other staff say the "blanket official or sponsored" Overrides the rewards board rule for the same ID and you can only do individual.
I have sent a request around a week ago now to get rules clarified
to get 4.6 - Characters or groups using a Freelancer ID or Bounty Hunters Guild ID may only collect on a self-sponsored bounty if is open for non-members to collect. All factions using non-generic IDs may sponsor internal bounties that are only open to members of the player or NPC faction.

This rule is just outdated, was introduced half a decade ago when there weren't big clusters of factions without an OF and no clear logical RP sponsor in sight like we have now.
Blanket rewards for same ID don't add engagement lines or anything. It's just someone wanting to spend time and effort to revive dead factions and the rule blocking them
May I suggest splitting the "discovery mod" discussions subforum intothe existing departments, (flhook, models, balance, story, economy, mining, systems or whatever it is atm) so it's easier for devs to know what discussion concerns them and what doesn't?
Imagine renaming the topic-less chat channel (named flood-cat-spam) of Discovery Working Groups (to General, still topic-less) so you can demand people get "on topic" when there was nothing to be on topic about in the first place, and then begin acting like there's precedent to have people leave or be removed.

I love how our developers are so well mannered, and have special protection, and seem to always have "the talk" from Markam but then continue on their absolutely disgusting behaviour after having said "the talk".
How can this be okay? If I said anything like this, I would have been permabanned because the team is incredibly biased towards me.

Cool sarcasm. But I don't want your apologies, or sorries, or facades. I want the rules to be enforced fairly and not out of bias. I want the abuse to stop.
It's honestly a miracle that you have anything working for the mod with these childish rhetorics of crying wolf from certain individuals who do it to 'get back at people' - playing on people's pity to pamper them. Because apparently trying to point out the wrong means you're toxic. People have a right to be angry at these blatant abusive decisions. Why can one side constantly harass the other, while the other gets shafted and witch hunted for merely existing?
All I want to do is play the game and get crap done so we can have fun whilst progressing the story, but apparently there's also the problem of 20 layers of bureaucracy and bias, so hah.
