I have over the years repeatedly lamented the ceaseless expansion of house influence into the border worlds, so obviously I'm very happy that there's finally a team that sees that as a problem too. This is a great change and would benefit a suffering ID that should be taking the role of border worlds security instead of house lawfuls, the BHG, particularly.

Unless they finally limit POBs to SRP-alike treatment, which would control their spread, location and purpose.

As I understand it, the only thing that will not be allowed is houses demanding fees from POBs in non-house systems, and sieging the bases if they refuse to pay. Nothing will stop houses sieging pobs within their ZOI if they are hostile.
For example, you will be able to siege a Coalition POB in Omega-7, because it is hostile, however you wont be able to siege a Daumann POB in Omega-7 that refuses to pay. Nothing is stopping Rheinland from sieging the Coalition pob in Omega-11 despite it not being house space. BAF has sieged Coalition pobs in Omega-52 before because of ZOI provided through Poole.
Though removal of Poole in the proposal would remove Omega-52 from "bordering Bretonia", so for that reason its probably best to keep Poole as Bretonia, or idk, just give ZOI in Omega-52.
All things aside though, the lines on the house military IDs are super needed. It will allow house factions to gain more ZOI, as there will be no fear of them forcing laws on them through the current, sloppy system of *can enforce laws within zoi*.
Let's imagine that Zoner Ivan228xXx_Neutrality built a POB in, for example, Lorraine. it's neutral to lawful factions but according to RP and laws, Gallia don't welcome such things. So what, all we can do is to observe, lol?

Poole should be like a hard border system. Since why you should have a chance to siege PoB in the capital system of the Coalition?

I guess the same reason as to why coalition sieged and destroyed a base in New London?
Also I want to look at Outcast and Corsair ZoI for this as well. Potentially Coalition as well. Thoughts?
