And if the pirate doesn't start shooting, then the trader can choose to ignore the pirate's demands. If the pirate commits an act of aggression, the cops can jump in to defend the transport, if the pirate just stands idle and watches the transport fly away, then no crime has been committed. I don't see the problem here.

It doesn't matter.
The Navy/Police only need to throw a group invite to the one about to or being attacked and if accepted they are considered an ally. So they can be defended.
