It depends on the ship class. Battleship NPCs are also level 19, and you will get about 2 million per kill on them. I think 19 is just the highest level an NPC can carry. If an NPC is level 19, it means it is best equipped for that class of ship.

It's not right what you're saying. I also played in certain missions against level 42 NPCs (Cruisers).
Here the discussion is about something else. Yesterday I played in the Omega 55 system (there were no missions taken from the Bar) against some NPC level 19 ships and when they were killed I received $ 300,000 per ship, and today in the same system with the same ship I received only $ 240,000. I used to receive $ 240,000 on level 18 ships.
It says in your picture they are level 19, not 21. All well equipped NPCs are level 19, no matter the ship class. I think it's either very heavy fighters or super heavy fighters that earn you 300K per kill. If it's heavy fighters or light fighters, you'll get less. Killing a gunboat will give you 600K, if I remember correctly. As the class goes up, so does the reward. When NPCs reach level 19, then their level is no longer a factor in price differences, it is their ship class.
The "level" that you spoke about is in fact mission difficulty and it only impacts the reward you get for completing the mission itself, not the individual rewards you get for shooting down each NPC.

These ships are level 21 and receive $ 720,000 for each ship destroyed and these ships are gunboats. I told you until a day before my post, I received $ 300,000 for level 19 ships, and the next day I also received only $ 240,000 for the same ships.
