This concerns the details of Zoner & Outworlder Assembly IDs, and the history of Outworlders.
So, as far as I can gather, Outworlder Assembly ID seems to be a continuation of the discontinued Zoner Militant ID. Same roots regarding Bering's Freeport, the Carrier Tarrafel story, etc. When did they form the Outworlder Assembly? A curious thing I've noted is that nowadays there is only one Zoner Shipyard (Livadia) capable of building capital ships up to battleship size, and it is owned by Outworlder Assembly. I don't know if that has always been the case but I'm under the impression that it has. Livadians are exiles from Omicron Theta's Freeport 9. Quite far away from the Pennsylvia, Bering and Gran Canaria events revolving around the carrier Tarrafel. How did the Outworlders end up in the Omicron Theta/Kappa regions? Were they all refugees from Gran Canaria moving to Pygar? The Freeport 9 -> Livadia exile happened in 810 AS and Bretonia annexed Gran Canaria in 826 AS, so I assume the Livadians formally switched faction to Outworlders at some point after their arrival in Omicron, during the past 4 in-game years.
What I found weird in the ID rules is that Zoner ID is allowed to fly battleships but Outworlder Assembly ID is not. Why is that? The zoner sub-faction who builds the colony ships can't fly them. Is there a lore explanation that I've missed? Is it a historical oversight? Or is it some kind of PVP balance thing, since Outworlder ID has more combat rights and ZOIs outside Freeport NFZs? And speaking of their ZOIs, nowadays the (NPC) faction seems to be centered in Theta with lesser presence in Kappa, but their ZOI is Omega-48 and Bering. Is there anything still going on with Freeport 2 and Gran Canaria?
Also, any posts or links summing up the big picture of Zoner history on Discovery would be very welcome. It's been fun chasing the details from in-game info but my grasp of everything is spotty at best.
The Outworlder Assembly ID is just a renamed Zoner Militant ID according to the ID reference chart. I'm not sure the ID is currently even purchasable in-game. It can therefore be safely ignored. What matters is the Outworlder IFF, which is just an alternative to the Zoner IFF with some different flavor text.
The Outworlds Assembly is a group of Zoners settled primarily in the Omicron Theta and Kappa systems, which traces its roots to inter-station trade relationships formed after the schizim that drove the founders of Livadia Shipyards off Freeport 9. Due to the remote and isolated locations of their installations the Zoners of the Outworlds Assembly have learned to embrace their natural desire for freedom and independence, resulting in one of the largest Zoner communities within Sirius.
Since the founding of Lividia, the Assembly has added Corinth Research Station, Corfu Base, and a growing planetary colony on Pygar.
The Outies, as they often refer to themselves, maintain a cordial relationship with the Corsair Empire, often finding themselves under their protection in exchange for favorable trade deals.
Recently, the growth on planet Pygar has tilted political power in the Outworlds Assembly towards Theta, driving many station bound Outies to expand so as to not become politically irrelevant.
Outworlders still use the Zoner ID with all its usual allowances.
Edit: The Outworlders may also have some beef with Bretonia.

My mistake, I checked in singleplayer where it's labeled as the discontinued Zoner Guard ID (for whatever reason). Regardless, it still seems to either be an incorrectly labeled Zoner Militant ID or it's correctly labeled Outworlder Assembly but incorrectly has the Militant ID lines. Might be worth asking an admin about that.
The IFF infocard still suggests that there is no direct connection between the Outworlders and the Zoner Militants.

No direct connection, but the IFF blurb you posted suggests that the Outworlds Assembly got its start at Livadia and later expanded to include Corfu & Pygar (Since the founding of Lividia(sic), the Assembly has added Corinth Research Station, Corfu Base, and a growing planetary colony on Pygar.)
The Corfu/Pygar zoners are connected to Zoner Militants, as they are the Gran Canaria refugees who fled from Omega-48. That could still explain why the Outworlder ID has the ZOIs and permissions related to those ancient Zoner Militant conflicts. Interesting.
