I would go with "scanner range" for combat. As soon as you can't be clicked upon, you're gone.
There is one problem with that ... different scanners have different capabilities. So we are still left with a definition. But I do agree with you that off scanners is fleeing. That would be between 10-15k. Also ... don't forget that scanners are affected by clouds and other dense environments ... such as The Badlands. Your effective scanner range is reduced by such things.

I think we're using the wrong term here. "Scanner" range is the distance that you can actually "scan" the other guy's cargo hold. The term I think we're looking for is "Radar" range ... which is the distance beyond scanner range up to about 15k. A player is no longer selectable after about 10k-12k and is completely off the screen by 15k. But maximum "scanner" range is 4k with the Advanced Cargo Scanner.
