Partially. Basically, I want to confirm that I, the player, will not be sanctioned for this particular action should someone actually report me for RPing my character. I don't want to get caught on some technicality or something.

Like I said, quote me. *points at the admin badge*
If the person has a bounty on their head it's a perfectly legitimate tactic to allow them to pay you off to leave them alone.
If a transport has a bounty on its head you may work to claim it in a vessel of gunboat size and smaller.
If you do either action in the name of a bounty which has not been posted on the forum you may be subject to sanction.
If a Mercenary has been hired by a Pirate, and a Trader escapes the Pirate, can he send the Mercenary to blockade a lane/hole/gate in an effort to catch the Trader once more, and if so, can the Mercenary CD the Trader and order it to stop?
I think the more important question is... can you extort said trader.
Say something like "eh, y'know there's a 5 million credit bounty on ya? Tell ya whate... pay me six million now, and I'll forget that bounty ever existed"
