Right since the prison liners and the slave liners cost so much cause someone's gotta pay the spa massage girls and the gold plated caviar makers :/
I never liked the design of prison liner anyway, it looked almost the same as a damn luxury liner just without some additions. Imo it should be box like ship with no windows.
Slave liner.. dunno if it's expensive. That thing is a beast. Slap a cap8 on it, 11 guns and one gunboat or bomber escort and you're a force to be reckoned with.
I always pictured liners more as a symbol of profit and money than a ship to actually make serious cash in.

I recently bought a Bretonian Royal Cruise Liner(See my sig)
I must say I love the ship, I only have a regular armour VIII at the moment but that increases my hull to 400k, with 700/700 BBs i gotta say that's about 1 mill hull, which is pretty awesome.
I admit that the cargo hold is -Very- small for a ship that cost me 230 Million (Most expensive Transport in the game)
But I like to Role play in the ship, It takes people ages to kill me, I nearly killed a hessian Gunboat that tried pirating me, then he gave up!
The thing with Liners and the OSC are...You can go nearly anywhere and Role play in a liner.
You can have Tourists in your hold and go to Omega 49 and Role play, Heck I think we're allowed in Gallia to Role play.
I admit it would be nice to get a little buff on my liner.
But..I like it how it is, She's tough..She can pack a punch and its a great RP ship.
If you wana come Role play with me, Just send me a message in game and we'll have a laugh.

Yeah, they are pretty sweet, and awesome for RP but could use a buff

Alright, I hate to grave-dig, but I just recently got a Liner myself and I felt like weighing in.
_____________ Power Core: I Think something like a {300,000u-30,000u/s} sized power-plant needs to be on these things, mostly because, Gunboats(which are on average 1/4 the size of liners) somehow have larger power cores. Now granted, the Liners are transports, but size alone would dictate there's more room for a larger power core. Heck you can fit like 4 Gulls in the space a slave liner engine compartment makes up, the PC has got to be a lot bigger just to run something like that. However as civilian vessels I don't think they should be able to match a GB, just a larger PC than any transport(save the salvager)
Turrets: No Gunboat Turrets- RP wise the Liners are civilian ships, cruiser sized, but Civilian nonetheless; as such Military grade Gunboat weapons should not be mounted on a Liner. my suggestion is this: introduce a "Basic Liner Turret(Class 7)"{with the same model as a basic GB turret}, that's somewhere in between a GB turret and where the average Transport turret is;
something like:
[H dmg--S dmg---Refire-----Range---Speed----Energy---H dps----S dps-----E used/s]
[1200----600------2.00------1000m---1100m/s--3000-----2400-----1200-----6000]
{and make the Slave Liner Turret's match}
the Energy usage would deter any regular old transport from mounting it up, and suddenly the Liners have a viable weapon that isn't quite military grade. of course you might want to introduce a shield buster that'd be somewhere in line with The Liner Turret:

once again, more of a punch than anything a transport can use effectively yet not quite Military.
Now because of the Number of Turrets that liners have(9 or 11) these changes could potentially greatly up there overall effectiveness in a fights, even making them capable of going toe to toe with GB(though I doubt it unless the GB captain is asleep) and I say, so what: Liners are effectively Civilian Cap ships in size and utility, they should be far more capable in a fight than something like a Shire or Akegata.
Shields: If it's possible I actually like the Idea of mounting two Class 7 shields, it makes sense in a "we can't put Military Grade(GB) shields so instead we just coupled two Civilian shield generators up to each other" kind of way. Now of course the problem with this is it brings a Liners' total shield power up to 200,000 with multiple types, however, the regen is still slower than a GB, and keep in mind, a Liner is massive compared to a GB, it's bound to have a stronger initial defense.
Armor: I really don't think this needs to be changes as it stands they're pretty close to cruisers/destroyers, I don't think anyone's complaining about Liner Armor.
Cargo Space/Restriction: considering how only a few ID's give access to Liners these days I think making these changes wouldn't hurt the balance too much, if you feel like somehow this is unbalanced I suppose you could drop the cargo space slightly, but no less than 2800 for any of them.
ON A SIDE NOTE: If nothing happens to Liners I wouldn't be particularly upset, However, I'd like to see the Prison Liners B/B go up to 700 and it's Powerplant increase to the same as the other Liners, if you need to increase the price to 150,000,000 I wouldn't mind, I just want to be competative with other Liners.
