It is as intended AFAIK. Tier 1 fighters can be purchased with recruit ID, tier 2 fighters needs the faction ID.
Buy an Anubis, rep up, get the ID, buy the Bastet.
But about one to two weeks ago I bought a Wraith with Recruit or Civilian ID I don't remember with which.
Anyway... am I supposed to do Lvl 30+ Missions in an Anubis with Lvl 5 guns?

You bought that before the ship-ID restrictions was enabled.
Only if you want to...
Otherwise take lower level missions. There is no difference in how much rep status a high level vs a low level mission gives. What matters is that you complete the mission.

Same thing is stopping me from making my Order| character. To be honest, I might just get my brother to log on my Osiris, buy an Order Guard ID and transfer it to my Order| char so I can buy a Bastet. Not going to waste my credits on ships I wont use for anything more than repping.
You admins in control of the ship-ID restrictions expect us to do missions in Starfliers, CSVs or something? I heard they don't like LN/LSF ships like the Defender or Guardian around Minor.
Advise for everybody trying to set up an Order char: Get some ship before flying to Minor, something on Eagle level and weapons on it... it may cost your last nerves trying to do this with an Anubis, especially if you have to do it without help.
And if you think that you don't want to lose money by buying a ship just for repping... I can assure you that in the time it takes longer to rep with the Anubis than with something better you can easily trade for 50 M.
From experience repping several Order chars I can testify that the Anubis is not sufficient. I think you either need to add a station with low(er) level order missions or lift the restriction. Or sell a better ship that can be bought in or near order space, maybe at Freeport 11, just replace the repair ship with a civ fighter.
You'd have to fork out a few extra credits, but I'd get an eagle and do the missions. Also try and do missions when the server is near full to reduce the risk of caps.
