Cruisers are specialised capital ships, they should receive specialised equipment instead of watered down versions of battleship equipment.
As we all know, they're siege/long range attack ships. Therefore some cruiser only weaponry such as long range Mortar/Pulse variants should be introduced. At the moment, poor cruisers are useless against everything except from gunboats, they can't out range battleships and don't have efficient point defence against smaller crafts.
What I wouldn't mind seeing is increased fire rate for the primary turrets. For all factions. A rate of 3.03 or 4.00 would be nice. Projectile speed and DPS would stay as they are.
Other than that, cruisers/destroyers are fine as they are.
I agree with jinx. Cruisers work excellent in pairs against, let's say, ONE battleship. If both know what they're doing, and doing it right, the battleship will have no chance of winning with the exception of the case the battleship pilot really knows how to aim a mortar.
Now, I've done some testing of my own, both on Disco and on a server I've set up for such purposes.
Conclusions:
3 Destroyers will severely damage a battleship WITHOUT using the range advantage
4 of them will destroy it in the same situation
2 of them will win if they keep the range, dodge the mortar/heavy mortar while spamming their own
1 of them can win against a battleship, but the battleship captain has to do things the total wrong way. It also takes forever.
I think their armor and equipment is fine. It is a MULTIPLAYER server after all. That means COOPERATION too.
One basic rule : keep distance, dodge his guns, spam your own and hit his arse.
Don't whine, get better.

As you yourself write later you are aware that Light Mortar and Cruiser Pulses have 4k range.
4k range > 3k range of BS primaries
So what's the problem?
Yes BS mortars have longer range. Now tell me that dodging BS mortars in a cruiser at 3.5k is hard.

It appears to be reasonable to me if it was the following for Primaries:
Gunboat > 4.00
Cruiser > 3.03
Battleship > 2.00.
