The Barge isn't civilian. It's a Unioner ship.

I'll consider the best way to tackle the demand for clarification of military ships without compromising the importance of not having this same conversation come up again when someone demands to know if police can use a ship labeled as "military".

I'll be honest, I don't like that. In part because of the number of unlawful Prison Liners in use, and in part because the Slave Liner is much more specific in its use. The Prison Liner could just be a retrofitted (or captured!) Luxury Liner used as a mobile prison (as in the name; the Outcasts like interrogating people too y'know), various other specialized purposes (as in the case of the Raiders, who have one as a mobile intelligence base last I checked), or just a less conspicuous slave transport.
All in all my preference is for the Prison liner to be a high five for the cops.
I'll think about it some. But all in all my opinion is that, between the Outcasts and, say, the LPI, that the Outcasts aren't hurting too bad for toys.
I would probably be more sympathetic however if it wasn't for the fact that the Slave Liner is being treated like a commonly available ship for the unlawfuls of Sirius rather than something to give a high five to Slavers.

These were the names that were requested for both ships. I also believe naming them Rogue/Molly will only cause more confusion, leave them as Pirate. Mule and Bactrian also have perfectly fine production numbers, please leave them the way they are.

It's not just Outcasts - Zoners sell it too (I forgot about this for my previous post) and it's been, historically, rather popular among unlawfuls. And it's quite a generic ship in its current state, being little more than a slightly different Luxury Liner - both in model and infocard.
And it's not as if letting unlawful factions use it is preventing the LPI from using it, so I"m not seeing the point of that part of your argument.
But then, maybe if there were more transports (more redundant ones and more variety of specialized ships), I wouldn't be objecting so much.
