This has been argued over and over again, and the terms used are very confusing.
Ship Lines:
Borderworld
Civilian
They are the names of the 2 ship lines. So we get it that BW=/=Civilian
Now when we are talking about who can use each ship:
Ship Lines:
Borderworld- Anyone with credits
Civilian- Anyone with credits
Another term for "anyone with credits" is "civilian"
I vote we change the damn names so that they actually fit and dont cause so much confusion. How about we make up Ship Building companies that produce these ships so we can use the term "civilian" to describe who can use them. Ex make CTE a ship building faction in the Sirius word. Ex. make all borderworld ships part of the Zoner line. Make sense? Thatll make all of this so much better
Please, no Sabre/Scimitar/Switchblade etc... sold from GMG bases. One of the Vanilla locations to see Eagles with Class 9's fighting Sabres with Class 9's is GMG Eagles vs OC Sabres. It would be horrible add on to our stations, we've already got Eta system destroying the war that was supposed to be going on in the Sigmas. Also we've currently selected a location to sell the Eagles, Rocs and such in our space. We have enough ship sell points now.
No, BW should be another 'civilian' shipline, which isn't used by House corporations and Military / Police.
And if you want Outcast shipline that much, what prevents you from collecting some cash and hiring some modellers?
Ok try explaining the difference between Zoner and Civilian. Its just an easy way to make those ships Sirius-wide accessible. It would be very simple to redesign the RP to that Zoners own many ship building companies all across Sirius, thats what they do, they are entrepreneurs and part of their business is ship building. The story could go that the have two classes, the Civilian and Borderworld class. The difference between them would be like it is now, nothing but looks just like real marketing. Anyone can buy them, they are sold on tons of bases not only including Zoner bases. They would no longer be associated with lawful or unlawful. They are totally neutral ships build by Zoner companies. Honestly how perfect would that be? It would solidify the Zoners as the rich money making group that they are while ALSO solidifying two entire ship lines as to who can use them and what association they have. Admit it, you see a sabre and you go OUTCAST! It shouldnt be like that.
And why would I pay credits to someone to design outcast ships when this whole idea would have to be admin approved anyways; which it wont because they hate change like this and love absurd rules that make things confusing for people trying to play the game "by the rules". It would be a total waste of my and mostly the modelers time until someone like Igiss himself comes down and goes, hey thats a really good idea lets do that. It would make this whole tech chart so much simpler for everyone.

And why isnt the Zoner gunboat open to the public? Does the info on them in the REP list lie about how they build ships to sell for profit? Or are the Zoners building and army to wage a war with no one because they are neutral....
I personally think the Border Worlds line should be Green to basically everyone outside Gallia except House police, military, and corporations.
The Order has a better case than most others because of past (and, so I hear, future) Bundschuh ties, and because it would make sense for their undercover agents to use "neutral" ships... but then, that's why my Seventeenth Star is a Merc IDed Crow rather than an Order IDed Nephthys. :)
BHG could justify it in some cases as taking their old pirate ships with them to the new job, since it's what they're more capable in.
Intelligence services (LSF etc.) would have the same justification as the Order.
House police and military wouldn't use it due to pirate associations; unlike many other factions, they do have an image to maintain.
Corporations would be more concerned with cost efficiency, and the BW series always struck me as an "upmarket" ship - the Dagger's a far more capable and advanced ship than the Startracker, and you're going to pay through the nose for one. Which a corporation would probably decide isn't in their best financial interest.
But then, I also think the Z-line fighters (not bomber) and cargo ships should be Civilian (or rather, limited only like I've proposed for BW here, with a different issue for Corporation use), so take that as you wish.
Also, as an Outcast, I don't care if we don't get fighters to replace the BW ships, should they become civilian. They may be used by more factions than just us, but we're still better at flying the damn things.:P
And Tena, the Falcata is BW, not Outcast. Common misconception though.
