If it's the former it's a bug and Cannon should be notified.

Yes, we will fly outside Gallia. One of our goals is to establish trade contracts with Kusari, afterall. That means our Trade Division will commence trade with Kusari, but not further into Sirius.
To answer your next point. Yes, our Corporate Special Force is going after Sirian trading vessels who are not belonging to any faction that have been granted inside Gallia. The Corporate Special Force is also tasked to hit Bretonia's economy by hitting the miners and traders, preferably to get cargo that is valuable and helpful for Gallia, otherwise we simply destroy the cargo and the traders if they refuse to comply.
And your quote of the faction ID is kinda outdated. The current ID states that we can do the following:

2.Can engage in piracy against corporations affiliated with houses at war with Gallia
3.May demand Tradelane Components, Counterfeit Software, Quantum Multiplexors, Scientists, Superconductors, Optical Chips, Hypnotainment Bands and Optronics from non Gallic Lawful vessels and make with the shooting if their demands are not complied with
4.Cannot ally with any unlawfuls
Point two states that we can engage in piracy with the corporations affiliated with houses that are at war with Gallia, such as Bretonia.

Edit: The Liner ingame is not fixed yet. It is really a Enterprise Liner ingame. I am sure it will be fixed in the next update.

What about the Corse?:(
I mean, we do slap our logos on your stuff and tamper with them.
Even if it is stated in our ID that we can actively hunt the Unione Corse, it doesn't necessarily mean we have to hunt them. The Corporate Special Force as well as the Security Force will only act against the Unione Corse if they oppose a threat towards Solar in general. As long as there is no real threat for the corporation itself, they rather try to avoid trouble with a group that can be helpful in certain situations.
Thank you for the clarification, my ID quote is from the wiki since I does not fly in gallia and does not have the in-game ID data, as it seems it is fixed and this is nice.
I wish you luck with the whole faction- the concept seems solid and well thought.
