The Targeting Overlay should be split into two. Instead of full green / white / red, it should he half and half. The half on the left shows what you are to them. The half on the right shows what they are to you.
Eg, I'm green to FL, and this FL is red to me. Green on the left, Red on the right.

sadly it is not possible... But to overcome this problem most bounty boards require the bounty claimers to either register first or post a screenshot of their repsheet.

And about the rule...If you take a bounty, you will need to proof you are hostile to the enemy faction. If someone makes a deal with you ingame that you help him and he pays you, I think if the enemy isn't hostile to you, it's enough if you fire a CD at the NPCs.
Don't forget those Freelancer Traders. Basically ANYTHING that shows a Freelancer IFF deserves a second look. I used to avoid Freelancer IFF'd characters cause they were usually mercs or something else looking to blow me up. Now I've discovered Traders and Miners actually use the Freelancer IFF as a decoy to make everyone think they were flying a fighter, bomber or gunboat.
If it says Freelancer ... ALWAYS give it a second look ... scan for ID and examine ship/loadout.
As to proving you're red to something ... if you're a Bounty Hunter and just "hanging around" Buffalo without being shot at ... you're OORP. Buffalo should be shooting at you. Just keep in mind ... its YOUR rep sheet that's gotta be correct with the NPCs.
Just because I show green to you while I'm pirating you doesn't mean you aren't red to me. It just means YOU need to fix YOUR reputation.
