If you do this in another house's space it could lead to your company being banished from that space. For instance, USI openly pirating in Sigma 13 could lead to GMG becoming hostile with USI, unless they do it south far enough. You need true unclaimed space, that no house assigns protection over, or space that is already politically hostile (which could lead to the house navy getting involved - giving them another job then just pewing enemy navies).
One potential issue I see with excluding independants is that it becomes rather pointless to have a faction-tagged trade vessel if the faction tag over indy only means you get attacked more often. Because of the way the Disco economy works, very few players have credit issues anymore - Aside from consumables like bots and bats, and ammo like Nova torpedos and mines, all equipment is fully restored and repaired upon respawning, and you have no hull damage. There is no real need to continue to trade once you have all the ships you want.

I've read all replies, thank you for these so far.
With my first post I was addressing traders with a Freelancer ID and no IFF, and miners with a miner ID and no IFF. People with a faction IFF and ID I consider part of the faction, no matter they are in the official faction or in the NPC one. Hope that's cleared up now.
Anyway seems you lot don't see a problem with engaging into a 'war' with another corporation, or multiple corporations. Are Kruger and Daumann the best and only options to go to war with?
On another note, do you prefer having USI (in this case) taxing hostile corporations and to engage if refused? Or would you prefer to kill and take the loot.
It's one of those problems that have come up recently, USI is high on credits so why would we bother taxing transports who are hostile to us? Would you let a shipment of explosives go to al qaida just because they paid the amount you wanted? But of course mining, and then shipping the mined ore takes a lot of time and effort, and getting into a situation where the hostiles are just out to kill you and get your loot might be a real down-sider for the player.
I don't get fun out of ruining the game to others, even though I don't find it realistic to tax traders we are at war with to just let them go after.

Republican would be another choice I guess(In the case of USI).

I would allow the faction to do any of the options (tax, killing, and cargo looting). It adds more to the "corporation war" RP. However I wouldn't abuse of the system, I'd take just some of their cargo, tax them just a million or 2, and not login in every 30 minutes to attack and kill them.
Also I think it depends of the faction, DHC for example, would act one way with an IMG and another with an USI; Daumann escorts dislike the foreign IMG, or the BMM fighting for a same field but the USI is a libertonian corporation.
If the IMG is bringing needed goods ( like Niobium) to Rheinland, maybe the escort would tax the miner instead of killing him, maybe even let him pass despite being competition, but if the same escort spots a BMM or an USI passing by he will want to deal some damage (inrp ofc)
We had the Stuttgart Landsknecht going for a while and we were Mercenaries flying under a SynthFood IFF working for Stuttgart farmers.
Something along these lines might work perfect for houses to harass traders, just simply have the official faction post a bounty only fillable by group A, against any "enemy" corporate entity (IFF/ID). Then again, we see the rise of the sabre-merc but it might work.
I look forward to seeing this happen, though I'm not in any factions which would place or benefit from it really.
