Question: What if this idea comes true. What will happen with current indie Capital ships owned by other players? Will they be deleted and funded? Or they just need to write the Application to fly it further?

@ vex: concerning people that have caps now - that would be another issue. for the time being, let's just consider this applied to the people getting ships from the time it gets implemented. that is, if it would, since i doubt it. but hey - if you dont try, you dont change anything.
Unlike some people I actually know how well the capital ship control measures that were in .84 worked, and I would like to see them once more so that the unique form of stupidity that has spread as of late can finally end.

Not really. People can still screw up and get their precious cap tossed out the airlock, and the kind of people me and Vlko want to get rid of -will- screw up sooner or later.

If I get the cost refunded, be my guest. But i didnt spend weeks playing just to get it deleted sorry.
This was implemented on USA server, and initially it ruffled feathers but in the end it really did lead to a much more balanced playfield.
What if this was implemented for BS/Carrier/Juggy and other such large ships, allowing free access to destroyer class vessels at max?
I really don't mean this next statement as insult to any previous posts but I saw this on USAserver and I'm sure it will fall the same way here...
But the 'kids' who really have no concept of 'working hard to EARN something' will hate this rule. The adults who know what it's like, and realize the value of, geting something that was worked hard for, will like this rule.
Make applying a four stage process
1-file a request
2-write some type of forum RP (short story etc) to back it up
3-have a voting council of faction leaders ratify the work done, and vote up or down.
4-then have the player 'order' the parts needed to build it, and maintain a thread showing dleiveries
---this last part ensures server involvement, and will increase the amount of trading done.
--DUSA server had basic 'recipies' for each class of vessel and required that the applying player maintained a thread for proof that the player had 'ordered' those parts (hull panels, robotics, etc) and that they were delivered by other players for a fee.
--Those costs were set to equal the cost of the capship wanted, then the actual capship cost nothing at time of purchase, like 1000creds.
--Again this got the whole player base involved, increased trade and smuggling, PIRACY!, and decreased the mining=capship equation.
-----THEN-----
Grandfather in all existing caps, and require a 3 month window to write up a capship RP story, in it's own thread.
Then, like all new applications, have the voting council vote for them, with instructions of leneincy for existing capships.
SET A DATE that all apps must be filed by, then actively enforce this.
You can untie all capships from ID's the way it is done factionally now, so that they cannot physically be bought without a factional capship ID (like Zoner Guard Cap, or Liberty Navy Cap, for example) that is only given by admins. This system would also allow Indy ownership of caps, -WITH- qualifying RP.
In the meantime, as someone who worked hard for an SRP to fly a simple Battleship, I'm all for it. It was fun, it involved numerous players who commented on the fun it created for them, and it's now 'worth' something to me, and not so easy to throw away. I also made new friends through the 'aquiring materials to build it' phase, as I communicated (without ego pew-pew ,mind you!) with people whom I'd never met before.
many of whom said, "I'm doing this run so i can pay for my OWN capship soon..." which meant MORE server involvment and the rise of the hauling class (and thus nice pirate bait too!)
You can't forget the differences between USA and our own server though. We have a much much larger playerbase, character base, etc, and things that work on other servers aren't necessarily going to work here.
