On behalf of Zapp I would like to remind that he's actually submitted and had recognized his doctorate in obvious science (for once mentioning that it was a very warm day in a local park) and as such should be addressed as Dr. Obvious, rather than Mr.
I just feel that attention to title is appropriate in civil discourse.

Here's an example of events that could lead up to such a thing:
Merc is hired by a faction A to pew pew faction B.
Said merc is rather effective and continues to cause havoc for faction B under the instruction of faction A.
Faction B puts the merc on a permanent KoS list to avenge their fallen comrades.
The merc stops working for faction A (the contract is no longer necessary or whatever) but faction B continues to assault the merc.
Now, to get his own back should the merc be allowed to actively hunt faction B (for revenge or just to make their lives difficult)?
The reason I ask is because if the merc gains a fearsome enough reputation, faction B will run from him at every chance so he can't further his/her RP of having dislike for faction B.
Imagine:
Merc "Oh faction B dogs. I was looking for something to kill, guess it's my lucky day."
Faction B dude "Ah huh."
Merc "Yeah, you'll be hurting alright."
Faction B dude "You say something?"
Merc "Yeah, I'm gonna kick your-"
Faction B dude cruises off.

Your character could change his ID and faction for the sake of fighting who ever he wants.
If he does it for revenge, he isnt doing it as a job anymore, so merc ID wouldnt be right.
I guess you could make a character that has a merc ship+ID to make a living, and also some other ship+ID to do his revenge stuff, if its that important to you.
