People of Kusari and the Sigmas, it is my unfortunate duty to inform you that the period of peace and prosperity that has been in place since the signing of the Treaty of Aomori seems to be at an end. The GMG have seen fit to begin assaults against civilian shipping in the Sigmas. Not only that, but now the GMG have cost the lives of three honorable KNF officers who were on board the transport Samura transport Tamasine, making their way to Kurile to meet up with the rest of their wing. These deaths provide a clear and unquestionable violation of article 2.6 of the Treaty of Aomori. The GMG have made clear they have no intention of abiding by the commitments they have made in the Treaty, and as such, today, I declare the Treaty of Aomori violated by the GMG. The Treaty of Aomori is now null and void.
This morning I ordered the freezing of all GMG financal accounts in Kusari, as well as the confiscation of all GMG holdings in Kusari. Two hours ago, KSP officers raided GMG facilities on Planet Honshu, seizing documents, records and arresting 122 members of the Gas Miners Guild. I have also ordered a quarantine of Aomori station in preparation for its takeover by the KNF, no traffic will be allowed into or out of the station. Finally, in response to this blind aggression by the GMG, I am ordering the KNF into the Sigmas to protect civilian shipping that these Guild terrorists have attacked, as well as to protect the Kusari lives and interests on Planet Kurile.
These are difficult days my fellow Kusari, the war with Bretonia, the clear aggression from Liberty, and now the blatant attacks of the GMG, but worry not my citizens, as always, the strong, noble and uncompromising warriors of the KNF stand ready to meet the threat of whatever the Gaijin interlopers wish to throw at us.
We are Kusari, we are strong, we are noble, we are superior, we are able to counter any threat these criminals and terrorists throw at us.
Kusari shall live forever. Be secure citizens in our future.
The young press reporter stood, her hand outstreched. "Emperor Kogen, how will this affect the Okinawa system, and what measures has the Kusari government taken to ensure a steady supply of H-fuel in the face of a war against the main producer?"

This news saddens me greatly but I do understand that we have no choice.
My main concern in this matter is that we must endeavor to reopen the trade lanes with the house of Rheinland as fast as possible.
You of course have the full and unconditional support of Samura Heavy Industries.
Another press reporter stood up, this time with a slightly worried expression on his face:
"Honourable Emporer, surely the GMG's violation of the treaty cannot be taken seriously?
The treaty clearly states that "Neither entity initiates hostilities against compliant military or state police forces of the other.".
The transport in question was outside of what the treaty recognises as Kusari space and was not a military force.
Are we to believe that all transports carrying any single police officer are recognised as Police forces?
If the transport is taken to be a military 'force', surely it had already trespassed into GMG territory, causing a violation itself?"

Fortunately for Siruis, we will not allow ourselves to be held hostage by the actions of a small guild turned terrorist organization. We hope that this situation comes to a close quickly, but of course, we have contingencies in place. At the moment, Kusari's reserves of H-fuel are the largest in Sirius, and we have authorized a set of loans to Samura to increase its production capacity in Hokkiddo. Samura is increasing its shipments of Hfuel to Rheinland to make sure our close friends have what they need. For others, unfortunately, if this situation does not end quickly, there is no way to secure Hfuel and Plutonium supplies to other parts of Sirius.
I understand this might be a hardship for the people of Sirius, but throughout history, it has always been the responsibility of nations to protect their citizens from illegal attacks from others. This is a responsibility that Kusari has always taken very seriously. We cannot allow a group to kill our citizens, no matter what commodity they might have under their control. It is unfortunate that the GMG would commit these terrorist acts, but they have left us little alternative to these measures.

This seems to be a piece of mis-information being put out by the GMG. There is no part of the Treaty of Aomori that prohibits Kusari police and military forces from moving into the Sigmas. The restrictions are that they are not able to enforce Kusari law in GMG territory, and they are not to patrol GMG territory. We have not broken any part of the Treaty of Aomori. The deaths of KNF officers at the hands of the GMG is a direct violation of the Treaty of Aomori, and we do take the death of even one member of the KNF, or KSP as the most serious of actions. Aside from the, there is no treaty that Kusari will ever sign that will allow someone to murder Kusari citizens with no response. The GMG have started this situation, they have blockaded a Kusari base, and viciously attack Kusari citizen who were lawfully moving through Sirius, and had violated no Kusari or GMG law. These were murders plain and simple, and there is no treaty in Sirius that will give someone the right to murder Kusari civilians or military personnel.
The Kusari did not violate the Treaty of Aomori, while the GMG did so blatantly. If the GMG thought Kusari had violated the Treaty, I am sure they would have let all of Sirius know, with evidence and a clear comment on what part of the treaty had been violated. We have clearly laid out the violation of the Treaty and what part of the Treaty had been violated.

" My Emperor, why GMG did that to us? There are some rumours that this happened because both sides are harmed of the latest trade regulations... "
He left the last phrase floating before he sat down.
Unfortunately, the GMG have made no communication with us about their reasons, aside for the claim that they are going to forcibly remove Samura from Planet Kurile, a planet owned and operated by Samura for over 100 years. This is the one communication we have had with the GMG about their reasons for these assaults. I have several times asked the GMG to come to discussions on finding a mutually beneficial outcome to their demands, but they flatly refused to discuss the issue, instead choosing murder as their course of action.
"Emperor Kogen, you have claimed that 3 KNF officers were aboard this Samura transport. What sort of evidence do you have to show to confirm this statement?"
"Furthermore, how can Samura keep up with the incredible demand for H-Fuel that is required for the KNF, especially now since you in effect have a war on two fronts?"
