I will get straight to the point as I am well aware that you know exactly what is going on in Omega-49.
The current situation is of the utmost concern to me. After the terrible disaster with the first and I stress ONLY bombardment conducted by the SCRA, we ceased all orbital operations. I refuse to have further blood on my hands and on my conscious. The SCRA maintained one installation on Gran Canaria, a Bretonian Refugee Centre that was destroyed on first contact. The Corsairs continued claims and evidence that they are bombarding SCRA troops is extremely worrying.
With the destruction of our only settlement, we do not have any installations or ground forces remaining planetside. Whoever they are claiming to be bombarding, it is not us. I fear that the Corsairs are either purposely or accidentally bombarding innocent civilians under the claim that they are attacking us.
We have quietly withdrawn our orbital fleet to see if that would stop the Corsair bombardment on civilian targets however it would appear that our withdrawal only allowed them a greater opportunity to bombard the planet unchallenged.
Their use of nuclear, bio-toxin and conventional weaponry should also be of great concern to you as it may have a long-standing effect on Gran Canaria.
Finally, I am concerned with their claims that the OSI is assisting them in creating firing solutions against ground targets. While I'm sure it is simply a lie designed to drive a wedge between us, I need to hear what you have to say about these claims. We must dispel the lies made by the Corsair Empire trying to make the Sirius Coalition the enemy in this sector.

I am glad you have seen fit to remove your forces from Gran Canaria air space however i do not agree with the fact it was done silently.
The Corsairs are warriors, unless they see or hear the fact you are gone, they will continue blindly until victory is in plain sight.
So i ask you that you announce quite publically that SCRA have indeed been withdrawn from the planet.
Onto the Corsairs themselves and your worries about their continued push, i today along with 2 pilots of the OSI have bared our teeth and shown the Corsairs we wont roll over and tolerate their actions any longer. I moved my gunboat between the ship and the planet, to make sure no more bombing took place.
The CEO of OSI has declared that our security force focus on peacekeeping the planet and her airspace from now on. We have challanged their bombarding of the planet, and will continue to do so.
In regards to the OSI aid in bombing of targets, they are true, but not how you think, after we did significant damage to the Corsair capitol ship, it started to listen to my demands, however it refused to conceade that a SCRA establishment needed to be destroyed, i requested that he give me a moment to scan and confirm what his target was to make sure it was not civlien in nature, it was most certainly military, though whose, was not clear. I confirmed it was destroyed as part of my bargin with the Capitol ship to leave Omega 49. Diplomacy and deals are our main defense right now, so i did what i had to to give Canaria a brief reprieve
The fact of the matter here however, is both yourselves and the Corsairs seemed to think we needed saving from the other, now you have withdrawn, something that needed to be done and is being called for, but in order to Aid us further, this needs to be made public knowladge.
Do not mistake General, we are not about to roll over to the Corsairs, OR anyone else for that matter.

You mistake what I meant by withdrawing from the planet. We simply withdrew the capital elements orbiting Canaria which might have been seen as provocation to the Brotherhood.
The SCRA is not, however withdrawing from Omega-49. I don't think you realize the true context of this conflict. Allow me to elaborate, several days ago the SCRA managed to catch the Corsair Brotherhood flagship Artemis unescorted in the Omicrons. We engaged it and the vessel called out to the Zoners for assistance. Naturally, they maintained their neutral position and the Artemis was destroyed by our hands.
The Brotherhood will not and did not take such a destruction lightly and I fear that they partly blame the Zoners as a whole for their inaction which led to the destruction of the Artemis.
Make no mistake, they are not just out for our blood. As for your aiding of the Corsairs, I understand that you were looking out for your own people however I advise against such action in the future. It serves only to embolden them into thinking that their actions are acceptable. You should have completely eliminated their strike-force when you had the chance.
Now the Corsairs continue to deploy troops to the surface of the planet, or have you forgotten that they have declared martial law? The SCRA cannot at this point withdraw from Omega-49. While I have no doubt in your abilities to keep the peace in minor disputes, the Corsair Empire is not an enemy to be underestimated and I will not allow them to establish a stronghold on our doorstep.
With that being said, I can promise you that the SCRA will not attempt any action on the ground or from orbit against anything on Gran Canaria. While I fear that the Corsair Invasion may grow out of hand, we will not risk collateral damage in trying to counter it. I leave the solution to their ground invasion in your hands.
Our actions to counter the Corsair Empire in space however will continue and we will destroy any capital and fighter elements found in the area. We will do our part in reducing civilian casualties in this unfortunate but necessary conflict. I do not foresee the Corsairs extending the same courtesy however, and I ask you to remain on guard.
If the Corsairs blame us for your actions, then fine, but let us deal with that in our own way, we do not need you to baby sit us. Unlike yourselves or the Corsairs, i will not destroy ships or take lives if a chance of any sort of solution is available, this is why i spared the captain his crew and his ship. We are not warmongers and we never will be,
We do not accept the Corsairs martial law, and this has been stated in a recent communication in reply to your recent address that i feel you should now go and read.
As far as our peacekeeping is concerned, this is peacekeeping of all conflict in Gran Canaria space. If you open fire first, we will defend the Corsairs, and Vice Versa.
Your presence in Zoner Airspace does nothing but agitate the Corsairs, and put us in a VERY heated position. If you wish the corsairs to leave us alone, leave Omega 49.

You leave us with a dilemma. Withdraw from the area and allow the Zoners to feel the brunt of the Corsair Fleet or continue fighting and risk worsening relations.
I don't think you understand the gravity of the situation. The Corsairs will not withdraw if we withdraw. They will take the lack of resistance as an invitation to continue. The Corsairs understand one thing and one thing only. War. It is only through our armed efforts to combat them that we teach them that this system is not theirs.
I give you my promise that the SCRA will withdraw from Omega-49 and assist in the rebuilding efforts once the Corsair Empire is expelled. However, as I have said before, I cannot run the risk of them establishing a stronghold from which to engage us and our allies.
We will not contest your desire to protect Gran Canaria from further bombardment, indeed we encourage you to do so. However, I ask that you do not interfere in SCRA combat operations against the Corsair Fleets that will no doubt arrive. To do so would be to sabotage our efforts in liberating Gran Canaria.
I also trust that you will do your part in repelling the ground invasion of Gran Canaria. We have no desire to get involved but we will do so if absolutely necessary.
