I begin by thanking you, and your company, for the business with which it has been the pleasure of the Corsair Empire to partake in with the House of Kusari.
We write to you today for two reasons; firstly, to inquire about a specialized order your company might be able to fill for my employer, and secondly, to ask a favor of sorts.
It is our understanding that the great kiretsu of Samura caters to many of the needs of the Kusari military, and therefore has vast experience in producing military goods.
The Agency for Corsair Intelligence is in need of a dozen or more geo-synchronous military-grade surveillance satellites for planetary deployment, and has the credits to pay for them.
We are not currently aware of Samura's offerings in this field, but we would certainly appreciate any information, quotes, model statistics, or other items that would allow the Empire to purchase such satellites from your company, certainly on a clandestine basis.
We also come to ask a favor, although certainly one we would not be above financially or commercially rewarding.
The Gallians maintain an embassy on Planet New Tokyo, and it is our hope and belief that a highly placed member of your august company, having already have had relations with the Gauls, might be able to formally introduce a representative of the Brotherhood of the Corsair Empire to the Gallian Ambassador, for the purpose of establishing formal diplomatic relations with and negotiating with the Kingdom of Gallia.

Samura acknowledges your requests and we do not see a problem with constructing a satellite network around your planet.
The Corsair Empire has become an important business partner during the time we have worked together and as such we will provide the best service possible.
Samura Orbital have a eight hundred and fourteen year history of various orbital and near orbit construction projects, and I think you will find great satisfaction in dealing with them.
Before we proceed to determine the best package for you, there are some questions that I must put forward to better understand your needs.
Is this network to be armed and if so would it be of a purely self defensive nature or would you require a more offensive approach to armament?
Will you require the entirety of Crete to be under constant surveillance or would a roving pattern suffice?
Will you require command and control functions to be planetary or space based?
Once these question are out of the way, we can get down to the business of putting together the perfect package for your needs.
As to your other request, we feel this is possible and Samura will help the Empire where we can.
The Kingdom of Gallia does indeed maintain an Embassy on New Tokyo which Samura has access to.
This will require a great deal of finesse and caution but I am sure it can be done.
I am sure you understand that this will put Samura in a vulnerable position within Kusari should anything untoward occur, as such Samura will have a favor to ask in return.
In our many visits to Crete during the time of our relationship we have come to admire many things about your system.
The wonderful architecture, the vibrant culture displayed in your various cities and the constant show of determination on the faces of your citizens no matter what obstacles present themselves to be overcome.
Indeed there are many things to admire.
One thing stands out right now however.
When we have taken the more technical supplies required by your people, like engine components for instance, we have often been tasked with delivering them to Tripoli shipyards.
During our visits there, even though our access is quite limited, we have witnessed an impressive construction platform at work that seems quite suited to the needs of the Empire.
Where I am getting with this is that Samura may have a need for a small part of the platform as there are some more sensitive projects that we would rather keep out of the eyes of certain groups with Kusari.
As such, Samura would like to enter into discussions with you to agree to offer a repeatable service to facilitate such meetings between the Empire and others you would not have access to otherwise on the grounds of access to one construction berth at Tripoli Shipyards for clandestine construction projects that Samura may have need of from time to time.
In this agreement Samura would provide the technical services we would require as well as covering any costs that would be imposed on the Empire by our presence.
There would also be opportunities for employment of some local labour needs that will no doubt only help your economy.

On the first order, I think it was not made clear.
Crete already possesses an ad-hoc satellite network that handles many adminstrative and security tasks, and while it is certainly not Samura quality, it suffices for the purpose it serves.
The satellites the Empire would purchase from you are for rapid, military deployment above foreign skies in support of military goals.
Recent events and future plans have revealed to us how poorly prepared the Empire truly is for a planetary assault against both conventional and irregular opposition.
The purchase of modern military equipment and schematics, designed for battle by professionals, is the first of many, many steps and partnerships the Empire will take in the coming days to ready itself for any scenario which we might face.
The technical specifications for what we would require are being finalized now by my command staff, and will be pushed to my office for approval and then sent directly to yourself or any recipient you care to designate.
As for the second order, formalities with Gallia is something the Empire has put off too long already.
As the Royal Navy steadies itself for a final push to Leeds, the respective interests of Gallic and Corsair alike come ever closer. Already our advance scouts on the edge of the piracy zones have seen at a distance Gallian ships. If we do not soon establish a positive rapport with the King and his Navy, I fear it will lead only to more chaos in the free-for-all that is the current state of Bretonia, and chaos is something the Empire does not need; it only interferes with our efforts to pick at her bones, to use the vernacular.
There is, however, good reason to suspect we might be able to establish an agreeable relationship with His Majesty; already we have had positve dealings with the IDF over the past several years, and we hold two common enemies and a common business partner.
The stars do indeed seem to be aligned in our favour, but still the Empire and myself will proceed in a cautious, careful manner in such delicate diplomatic negotiations; both to avoid any embarrassment nor consequences for you, our most steadfast ally, and to avoid for myself and my staff the inevitable suicide missions into the heart of Nomad territory required of any who fail the Council in such bold and spectacular fashion.
And your price for such, is certainly acceptable.
The Brotherhood, although we have few capitals and the shipyard at Rhodes to ourselves, does maintain and use several bays aboard Tripoli for it's proximity to Crete; one of those bays is operated by my Agency, in which a Praefect-class cruiser is undergoing complete repair and retrofit after being salvaged from a hulk following the Battle of Gran Canaria. She finishes rebuilding in a week and a half's time, after which I will gladly turn over the bay to Samura.
I would warn you though, given the position and isolation of Tripoli, parts and electronics that cannot be manufactured on Crete are...expensive, to say the least. The electronic systems aboard a Legate easily cost the Empire three or four times what the House governments pay for them, the result of the dangers and time investment involved in shipping to the Omicrons, of which your corporation is already keenly aware of).
The trade-off is, of course, as you have already stated, privacy from prying eyes, and very, very loose law statutes on everything from xenotechnology to human trials to bioengineering.
