Okay, I understand your point, and it has sence. Unfortunatly, it's already too late, to make some global changes, which would impowe, or not situation with capital ships. Restricting capital ships to offical faction only- at least, every offical faction should be re-viewed.
Re-design capital ships- but Im afraid, this shall take too long, and ofcrs, there will be players, who shall dislike it.
Lots of things could be re-made, however, we have caps, like they are now. This is bad, and good in same time.
I think there is no need for such complications like limiting caps only for officials, is discriminatory and a lot of players will get upset really ! How about implementing Connecticut Only a command just like the betatestcash for getting a cap of choice just for Conn practice; stations in conn will have cap weaponry available and once a while(2 months or 6 or....) admins will simply test some players...(they normally pew incognito anyway) and this is how 2 Bs go available for liberty, 2 for rheinland, 2 for kusari...and so on; and there u go, you dont have caps everywhere nor this mockery of so called ballance ! Done
That is slowly being agreed on due to a number of reasons:
-Indies are generally not responsible to use capitals on their own. If they joined a faction, some more advanced control could be used over the ones who harm gameplay for others
-Generally, the people who get upset are the ones this server really doesn't need. They're the ones who blindly fire missiles at snubs that type mid sentence.
-BetaTestCash has increased the amounts of lolwutism
It wouldn't be reduced to 2 per house, that'd be ridiculous. You'd also know that's not true if you knew the lore.

So the people who are arguing that Battleships are too weak and are easily dispatched are now saying they are too powerful and easy to abuse by noobs? Why don't you fly out in 2 Bombers and take care of them like you say is so easy to do...
I'm still surprised that people believe that a sole battleship is suppose to be fighting alone. I would agree that fighters should have more impact on bombers, because of course that 6 fighters cannot take care of 3 bombers, and there should be a focused push to encourage group play.
Capital ships... really have no purpose without player bases (and were just as useless before they ever existed) they're a stigma and RP element. Fun for battles. Very fun.
To expand their uses battleships should have power to wipe out bases. As intended. To expand bombers uses they should be able to gangbang a battleship. To expand fighter uses should be able to adequately defend a battleship against bombers. Gunships are the catch all for fighters. Too weak, and slow for bombers. So fighters cover caps and gunships. Gunships defend the fighters from other fighters. It's all just battle tact theory.

It seems like every new version someone complains about balance.
Balance will never be perfect until everyone is using the same ship with the same gun. And even then you people will always complain about something being "op".
Balance is imperfect. Always has been, always will be. Some people's playstyles just work better with specific setups than others. So, do what everyone does, and find your niche, get good at it, and quit complaining. Hell, the Dev team even did capital ship captains a favor by forcing lower class slots for defensive weapons IE. Flak.
On the other topics jumping around the thread:
Caps- Dev's will never remove Capital ships from the game. Change them around, sure. Outright remove them? Never. They serve a purpose, add a new layer to the Equation, are great RP tools (When used correctly), and its a big player magnet. Hell, they are even useful in combat in specific situations. Ever see the HF operating back in 4.86? They would bring in a /single/ capital ship, covered by a fighter screen, and have the capital ship hammer some poor LN then get outa dodge.
Betatestcash- Will be removed when the server revert occurs. Just flippin' deal with it for now.
TL;DR: Capital ships are here to stay, they are /not/ ineffective in combat, its just you, Balance is imperfect. Also, Discovery is free. Constant bickering will get you nowhere. (I know this from experience)

...What? I am on the Discovery Gaming Community forum, in the Mod Balance sub-forum, posting in a Capital Ship Balance thread, correct? I am 99.99% sure that everything I posted had something to do with the thread as it was posted. Nothing to do with birds or hunting deer. And what does not knowing me have anything to do with the thread at large?
Between the lists of bugs the dev's are dealing with, the constant want from the community for new/improved content and a progressing storyline, capital ship balance is trivial. Capital Ship battles that happen in the server are almost always ignored when it comes to the Lore, storyline and progression thereof.
Now I am not saying the system is flawless, fighters should have some sort of way of suppressing bombers with SNAC's more effectively, but outright buffing capital ships is not the way to go about it. Remember, this is a Role-Playing game, not a "Be king of PvP All day Every Day" Game. There's COD For that.

The King of pvp at least it was in 86 The Bomber ok? Not the cap !! so you could rephrase that; and this thread wasn't about Buffing caps to be the kill all ship but it was about balancing them be cause untill now and who knows even in 87 Bombers are OP : 2 good(no need for pro) bombers are enough for a cruiser (especially now the Razors are gone,it was the only gun with some range and punch, solaris have way too short range, u dont threat no one with those if it dont stay put) and 3max 4 for a bs; aside from that there are only biased escorts who switch ships, parties depending on the lulz and this is the point where Imballance becomes obvious; in another thread one was was complayning that navy in magellan ignores outcasts, reavers,rogues and plays vs gallic caps only!!! yeah no need for a huge brain to know whi.., ballance of what the.. King are you talking about; and it will continue to be this way just like in 86 untill you do something about it.....since this is beta now would be the time to fix something here and there.
